I came across this site. i thought it was very funny. Every body should read the notice that they have given to Punjabis of pakistan. I would request that the discussion be civilized and no mud slinging so that we as pakistanis can realise the full extent of the activities of these terrorist traitors.

GOVERNMENT OF BALOCHISTAN (IN EXILE)
General Orders No. 002, KALAT, September 08, 2006


1. This General Order is for the purpose to eliminate the possibility of collateral damage in the “Baloch War of Independence” in Pakistani-occupied Balochistan.

2. All employees of the Government of Pakistan (including provincial government and semi-government organizations) who are working inside Pakistani-occupied Balochistan, whether they wear government-issued uniforms or not, are declared enemy soldiers, no matter what their ethnicity, religion, gender, and age. The Baloch soldiers will engage these enemy soldiers in battle until they surrender as prisoner of war. Thereafter, these prisoners of war will be treated in accordance with the Geneva Convention relative to the Treatment of Prisoners of War.

3. Majority of the Pakistani government employees in Pakistani-occupied Balochistan are ethnic Punjabis. Whenever they wear civilian clothing, it may cause confusion for the Baloch soldier to differentiate between a government employee and a civilian. Whenever and wherever a Baloch soldier may encounter an ethnic Punjabi, it may result in a deadly skirmish.

4. The Baloch soldier will take every possible measure to avoid collateral damage. But, due to high tension in guerrilla warfare, errors in judgment may cause death of the opponent.

5. To avoid unnecessary and accidental death of non-government population, especially the ethnic Punjabis, the Government of Balochistan in Exile orders all Muslim Punjabis to vacate Balochistan immediately for the sake of their own safety. Those Punjabis who defy this Proclamation are accepting the risk of staying in a war zone, implying their role as collaborators of the occupying forces, and assuming the responsibility of getting killed as enemy combatant or taken as prisoner of war by the Baloch soldiers.

6. Muslim Punjabi children under the age of 12 are exempt from this Proclamation.

7. All non-Muslim Punjabis and members of Ahmadiyya Muslim community are welcome to stay in Balochistan as long as they are not employees of the Government of Pakistan. To differentiate themselves from the Muslim Punjabis, the non-Muslim Punjabis and Ahmadiyya Muslims must carry at all times on their person a Pakistani passport or Pakistani National I.D. Card (both of which requires the holder to be identified on religious basis, similar to the yellow armband with Star of David required of the Jews to wear during the Nazi era in Germany) and must present it to a Baloch soldier on demand.

8. It is the purpose of the General Secretary to warn all ethnic Punjabis in Balochistan on humanitarian grounds to the dangers of being present in a war zone, and given the opportunity to vacate Balochistan in a timely fashion without incurring any loss of innocent lives.

9. All Muslim Punjabis who have decide to leave Balochistan within 90 days will not be harmed as long as they hoist the Flag of Balochistan on their homes, businesses, vehicles, bicycles, motorcycles, etc. and wear an armband depicting the colors of the Flag of Balochistan. For gaining safe passage out of Balochistan, they must hoist the Flag of Balochistan on their means of transportation.

10. All patriotic Baloch will use efforts to make this order effective.

It would be I suppose the equivalent of opening up a "Government of Palestine in Exile" in Karachi.

i did not notice this. i think the government of Pakistan should make up a story that this is actually a Zionist plot to divide and weaken the only Muslim country with nuclear weapons. This would make their popularity if they have any in Baluchistan plumit.

That would be childish. This person clearly chose to operate from Israel knowing there is least chance of being nabbed by Pakistani authorities as no Pakistani ever goes to Israel.

Why do we need to make up a 'story' when we already know that RAW and Mossad are behind the trubles in Balochistan?
Who created and funded BLA in the fifties and throughout the cold war?
Who's supplying them weapons and intelligence?

This is very interesting. The so called general secretary says that Balochistan comprises parts of Afghanistan, Iran and Pakistan however only Pakistan and Iran have occupied it. There might be some Afghan connection to it and God knows who else is involved. Perhaps CIA, RAW or might even be Mosad.

I don't think it's RAW musharraf once said it wasn't them but did refer to afghanistan nor do they have anything to gain I wouldn't be suprised if it was an afghan it most likely is they HATE pakistan more than anyone and claim pretty all of it except punjab and sindh :disagree:
From my own experiences afghans are by far the most enthusastic when it comes breaking up pak go on and build that fence i say :yahoo:

i think its the americans who are funding them so that they go and attack the iranians but i think the blow back is that they are killing our soldiers too. although i would like to know how powerful are these guys and how many of them are they.

No no. Afghanistan is too weak to think so big. You need to stop reading Afghanistan into everything and stop thinking too emotionally over this. India is very much a party to Balochistan, and so is Iran. Afghanistan also plays a part, but an insignificant one.

Question: Who could have revived BLA after so many years of inactivity?
Misha: Most likely, Pentagon. With good lot of support from Kremlin. You should keep in mind that reviving such an organization is a tricky task and it needs active support from a number of players. Pentagon and Kremlin would not be able to do much without some help from RAW that has hundreds of active contacts all over Balochistan. Russia could have helped negotiate the involvement of Balach Marri in the project.
Sasha: RAW must have jumped at the chance because last July the 'discretionary grants' budget [a euphemism for espionage fund] was increased by 700% in the Indian consulates in Kandahar, Jalalabad and Zahidan.

Question: So far, there is some in sense what you have said but how would explain Indian involvement in the Balochistan revolt?
Sasha: India has its own perceived or real objectives. For instance, India would go to great lengths to prevent Pakistan from developing a direct trade and transportation route with Central Asia because it would undermine the North-South corridor that goes through Iran. Also, while the acute shortage of energy may have compelled India to extend limited cooperation to Pakistan, the preferable project from Indian point of view still remains the Iran-Pakistan-India gas pipeline.
Misha: Moreover, you cannot ignore the fact that India is preparing to use Afghanistan as its main artery system to connect with Central Asia and it would not allow Pakistan to share this sphere if it can.

All this nonsense spouted on here by the Indians that they want Pakistan to remain stable is just bogus. It's been Indian policy since 1971 to split Pakistan up into the smallest units possible.

Question: What about Iran? Why should Iran be a party to it?
Misha: Iran has incurred great expenses to develop Chah Bahar, the port that is supposed to be the Iranian answer to Pakistani ports of Gwadar and Pasni. Iran has also done lot of work to create excellent road link between Herat and Chah Bahar. All this would go to waste if Pakistani route comes on line because it is shorter and offers quick commuting possibilities between Central Asia and Indian Ocean.
Sasha: At the same time you need to allow certain margin of unreliability when dealing with Iran. You cannot be sure whether they mean what they are saying and you cannot be sure whether they would keep their promises. They do what suits them best and to hell with any commitments. I am sorry but that is how I judge Iran.

Good analysis here. Bugti all over.. I'm sure some would still be supportive of him though.

Sasha: I am surprised at the way Pakistan goes about tackling this problem. During my few years in Afghanistan when I was engaged with Balochistan, I found that while Baloch Sardars would sell their loyalties and anything else at the drop of a hat, ordinary Balochs are stupidly patriotic. They are hard to buy and harder to manipulate. If I were a Pakistan government functionary, I would gather enough ordinary, educated Balochs to counter the Sardar influence and deflate this whole insurgency balloon.

A bit of a twist..

Question: From your comments it appears that Balach and Mengal are heading the resurrected BLA and the BLA has been revived by the Americans and Russians to create trouble in Balochistan but could you give us any coherent reasons for going to such great lengths for disturbing Pakistan that is supposed to be a frontline ally of the United States on its war against terrorism?

Americans are using Pakistan and Pakistanis would soon find it out if they have not already. Americans don't need that kind of allies and they have made it abundantly clear for anyone who can read their policy goals correctly. Let them deal with Iran and you would see. If there can be any desirable American ally in that region, that is Iran - Iran under a different regime, and they are working to that end. Except for Balochistan, the rest of Pakistan is useless for them.

Baluchistan is Pakistan’s largest province and the richest in oil, natural gas and mineral deposits. It comprises nearly half the size of Pakistan and bordering the Arabian Sea provides virtually the entire coastline of Pakistan. Its contiguity with Iran and Afghanistan enhances its geo-strategic importance not only to Pakistan but also to the United States in execution of its regional strategies in Afghanistan and against Iran. It figures significantly in US Central Command strategic operational planning.

Baluchistan, significantly, is the region in which Pakistan carried out its nuclear weapons tests and there are good reasons to believe that a major portion of Pakistan’s nuclear weapons are located here.

Baluchistan has been in the news ever since 1947 when Pakistan came into existence as a theocratic state, ostensibly as a homeland for Indian Muslims. Baluchistan refused to join Pakistan and demanded independence and self-determination and held out till1948 when Pakistan Army with tanks launched military operations to militarily annex it. Rather strange, when Pakistan at the same time was claiming self- determination for Kashmir. But not so surprising as under this garb it launched its military operations in Kashmir but only to be thwarted by India to which this princely state had legally acceded to.

Baluchistan never gave up its struggle for independence and has been subjected to genocidal military operations by the Pakistan Army at least four times until now. It never made the world headlines because Pakistan traded the region’s strategic importance to American military strategies and bought United States silence on its brutal suppression in Baluchistan.

Baluchistan is now once again being subjected to genocidal military operations by the Pakistan Army for the fifth time or so. The Pakistan Army has been engaged in military operations in Baluchistan for the last two years but these have intensified in December 2005 as a sequel to Baluchi freedom fighters rocket attacks on General Musharraf’s meeting in the Kohlu area which he was visiting. He had gone there to lay the foundation stone of new Pakistan Army Cantonments in Baluchistan. The Baluchis are against development of new cantonments in their region and also the diversion of their oil and gas revenues from provincial development to military projects. It is also a sequel to a recent rocket attack on the helicopter ferrying a Pakistani General in the region. In fact there is a virtual rebellion in Baluchistan against Pakistan.

Pakistan Army’s military operations against Baluchi tribal strongholds now incorporate use of jet fighter aircraft, napalm bombing and helicopter gun-ships in terms of Air Force operations. In terms of Army operations nearly 36,000 troops supported by artillery and tanks are in operation against the ill-equipped Baluchi tribesmen. Militarily, counter-insurgency operations do not involve use of disproportionate and indiscriminate firepower. It has raised a storm of protests in Pakistan irrespective of provincial considerations and condemnation by Pakistan Human Rights Commission, retired Generals and diplomats.
Ironically, Pakistan Army’s genocidal military operations in Baluchistan are taking place in the month of December which should hold special significant lessons for Pakistan as follows:

Pakistan’s founder Mohd Ali Jinnah was born on December 25. He would be turning in his grave at the thought that in his dreamland, Pakistani citizens were being subjected to napalm bombing by their own armed forces.
East Pakistanis broke away from Pakistan in December 1971 after a similar genocide by the Pakistan Army to form the independent state of Bangladesh.
As a result of the above the Pakistan Army had to suffer its biggest defeat when more than 93,000 of its troops surrendered to the Indian Army on December 16, 1971.
Ironically, and more tragic is the deafening silence of the United States and particularly the United States Congress on the genocidal military operations of the Pakistan Army in Baluchistan for the following reasons:

USA is once again exhibiting selective double standards in condemning genocides. It was swift in not only condemning but also in its military intervention in the Former Yugoslavia when the same was alleged there. Here in Baluchistan even Pakistani citizens are protesting that the Pak Army suspend its military operations and drawing attention to the lesson pointed above.
USA has been swift in condemning Human Rights violations in Iraq, Iran and elsewhere. Why is it silent on Baluchistan?
In Baluchistan, US supplied gunship helicopters and other US military equipment are being extensively used by the Pak Army on its citizens. Were these supplied by USA to deal with Al Qaeda or to be used against Pakistani citizens.
Would USA prefer to repeat history of 1971 and be mum on what may portend another civil war and breakup in Pakistan?
The United States is committed presently in bringing about democracy in Iraq, so why is it not so committed in Pakistan? The United States even before Gulf War II was active in supporting the Kurds in Iraq and drawing No Fly Zones in Kurdistan to prevent Saddam using air power against the Kurds. The Baluchis too deserve the same protection against the Pakistan Army, if not for any other reasons than that they too are of Kurdish origin and similarly inhabit a geo-strategic area.

The silence of the United States and the United States Congress can be attributed to the commitments by General Musharraf and the Pakistan Army to permit the United States to use Baluchistan territory as a springboard for launching any future military intervention against Iran and presently for operations by Iranian dissident para-military organizations.

The United States future strategic requirements would be better served by American facilitation of the emergence of an INDEPENDENT BALUCHISTAN as a strategic wedge between Pakistan, Iran and Afghanistan. It would also lead to future obviation of Pakistani blackmail of using its proximity to The Gulf and Hormuz Strait as a bargaining chip against the United States, since this arises from Baluchistan being in Pakistani possession.
