On a national level, a good balance is nice, some countries like Japan suffer from too low birth rates, ageing populations who need pensions and care, and not enough young and middle aged persons to provide that. For Pakistan, we need to manage ours, so that we can develop more qualitatively on a micro level, and so that our progress is made sustainable, even a basic resource like water will be fought over in the future.
I won't pass any more judgement on a man who wishes to do this and believes himself capable of it.
