Why does it matter? Maybe metal fatigue caused or pilot error which resulted in the jettison of the fuel tank.
Are your mighty IAF flying wright flyer or something that your technicians can't get metal fatigue (maintenance) or your pilot blind that he couldn't recognized international airport by sensors or by an eye @Chhatrapati :o:o_O might be some malfunction with MIG-29 fuel system @Chhatrapati

 Yes, they are blind.
you live in 21 century not early 20th century where aviation were in its infancy stages, might be MIG-29 have some malfunctions in its fuel system thats why he drop fuel tanks on international airport, we have similar incident i thinks in mid 2002 2003 where our F-7 drop its fuel tanks in an emergency in a house on Karachi, 8 dead as result unfortunately @Chhatrapati
