আব্দুল আওয়ালঃ রাজশাহীতে ভারতের অবর্ণনীয় ভোগান্তির কবলে পড়ছেন ভিসা প্রত্যাশীরা। সিরিয়াল পেতে আগের দিন সন্ধ্যায় লাইনে দাঁড়িয়েও ভিসা কেন্দ্রে ঢুকতে পারছেন না ভুক্তভোগীরা। দু’দিন তিন দিন চেষ্টা করে ভিসা কেন্দ্রের নাগাল পাচ্ছেন অনেকেই। একইভাবে ঢাকার মতো রাজশাহীতেও সিরিয়াল কেনাবেচা হচ্ছে।রাজশাহীর ভারতীয় হাইকমিশনের উদাসীনতা আর অবহেলার পাশাপাশি ভিসা ইস্যুতে নানাবিধ জটিলতা সৃষ্টিরও অভিযোগ উঠেছে কর্মকর্তাদের বিরুদ্ধে। ভুক্তভোগীরা বলছেন, এক সপ্তাহ চেষ্টা করেও অনেকেই সিরিয়াল পাচ্ছেন না, আবার টাকা দিলে চব্বিশ ঘণ্টার মধ্যেই মিলছে ভিসা। কর্মকর্তারা দালাল সিন্ডিকেটের মাধ্যমে ভিসা বাণিজ্য চালাচ্ছেন- এমন অভিযোগ অনেক ভুক্তভোগীর কাছ থেকেই পাওয়া গেছে।রোববার রাত সাড়ে ১০টায় গিয়ে দেখা যায়, নগরীর বর্ণালী মোড়ের স্টেট ব্যাংক অব ইন্ডিয়া ভবনের সামনের পুরো চত্বরে খোলা আকাশের নিচে মেঝেতে বসে আসেন শ’তিনেক মানুষ। তাদের মধ্যে বেশ ক’জন নারীও আছেন। কারণ জানতে চাইলে জয়পুরহাট জেলার কালাই উপজেলার বাসিন্দা মনিউল সরকার জানালেন পরের দিনের জন্য তারা সন্ধ্যা থেকেই লাইনে আছেন।গত তিন দিন সকালে গিয়ে লাইনে ঢুকতে পারেননি। ফলে ভিসা কেন্দ্রে আবেদনও জমা দিতে পারেননি। তাই পরের দিনের জন্য সন্ধ্যাতেই এসে বসেছেন। পরের দিন সকাল ১০টায় ভিসা কেন্দ্র খোলা হবে। একই কথা জানালেন চাঁপাইনবাবগঞ্জের শাহবাজপুর থেকে আসা ইদ্রিশ আলী। কোনোভাবেই ভিসা পাচ্ছেন না। দালালরা সাড়ে তিন হাজার টাকা করে দাবি করেছে। সোমবারের দিন ভিসা কেন্দ্রে ঢুকবেন বলে রোববার রাতেই লাইনে বসেছেন।এই কেন্দ্রে রাজশাহী বিভাগের ৮ জেলা ছাড়াও রংপুর বিভাগ ও খুলনা বিভাগের ৬ জেলার মানুষের জন্য ভিসা ইস্যু করা হয়। সারাদিনে ১০০ থেকে ১৫০টি ভিসা ইস্যু করা হয়। কিন্তু প্রতিদিনই ভিসার জন্য পাঁচ শতাধিক মানুষ লাইনে দাঁড়াচ্ছেন। ভুক্তভোগীরা আরও জানান, ই-টোকেন পেতে ১০ থেকে ১৫ দিন চলে যাচ্ছে। আবার দালালদের ২ হাজার টাকা দিলে দুই দিনেই ই-টোকেন মিলছে।ভুক্তভোগীদের সঙ্গে কথা বলে আরও জানা গেছে, রাজশাহীতে ভারতীয় ভিসা কেন্দ্রের কর্মকর্তাদের বিরুদ্ধেও হয়রানির অভিযোগ করেছেন তারা। একজন ভুক্তভোগী নাম প্রকাশ না করে বলেন, দীর্ঘ সময় লাইন ধরে সিরিয়াল নিয়ে ভিসা কেন্দ্রে গিয়েও পাসপোর্ট জমা দিতে পারছেন না তারা। তুচ্ছ বিষয়ে কাগজপত্রে ভুল ধরে ফেরত দেয়া হচ্ছে। বাধ্য হয়ে দালালদের মাধ্যমে টাকা দিয়ে ভিসা করে নিতে হচ্ছে।
এই সেন্টার থেকে ভ্রমণ ভিসা ও মেডিকেল ভিসা দেয়া হয়। ভ্রমণ ভিসা সহজে পাওয়া গেলেও মেডিকেল ভিসা পেতে দুর্ভোগের অন্ত নেই।

চুয়াডাঙ্গার দর্শনা থেকে এসেছেন শাহিনূল ইসলাম। রোববার রাত ১০টার সময় তার সঙ্গে কথা হয় ভিসা সেন্টারের সামনে। কয়েকশ’ মানুষ পরের দিনের লাইনের জন্য অপেক্ষা করছিলেন। ভিসা কেন্দ্রের এই ভোগান্তি ব্যাপারে কথা বলতে সোমবার সহকারী হাই কমিশনার অভিজিৎ চট্টোপাধ্যায়ের মোবাইল ফোন ও অফিস নম্বরে যোগাযোগের চেষ্টা করেও পাওয়া যায়নি। হাইকমিশনের ল্যান্ডফোন বাজলেও কেউ রিসিভার তুলেননি।

No they are not available to same quality and expertise. I know of BD friends who's family members have to leave the country for routine surgeries and treatments, because there simply is no quality healthcare in BD for their ailments....or they do not trust BD doctors/quacks like you (easy to see why given what you blah blah here on this forum).

If India is nearby and provides this at cheap rate compared to other countries, this is a net benefit for BD given its proximity....so more people can get healthcare who cannot afford Singapore and such.

Your compatriot @kobiraaz has claimed "99%" of the tourists from BD to India are medical tourists. This is more than a million people now.

You are wishing ill on such a large number of people?

You should be hoping India helps BD here for the time being and that BD over time can improve its own medical industry rather than chest-thumping about its meagre pharma exports which look like good growth since its coming from near zero.

But of course it hurts you to see how dependent you are on India's largesse and capacity margins...it doesn't fit with your self-imposed image of what BD is, a country you claim has left its LDC and basket case molds behind.

Quality health care is relative word.Many Indian travel abrod for their treatment. Does that mean, there is quality healthcare in India? No, it is not the case rather people opt for cheaper and best option what is available to them.

Not what I have heard from many. The BD perspective on this seems to be quite a varied one it looks like regarding their health sector.

There is a huge trust deficit in even their qualified doctors for some reason among many BD people.

Looking at the clear economic level of these people standing in line, you think they can really afford a "happy trip" to India as the main reason and medical secondary or tertiary?

Besides there are specialist things that are simply not available in BD to any degree of repute.

You can ask @BDforever about Narayana Health, Devi Shetty recognition in BD and the facility in Bangalore for example.

Same thing with a few of my other friends. One of them, their dads got treatment/surgery in Singapore initially, now he goes to India for it given the ease and saving in costs at same quality.

Others extended family have always gone to India over the past 10 - 20 years.

So its not 100% reliance on India, neither is it 100% frivolousness like you are stating. The breakup is somewhere in between.

Oh and @mb444 wanted examples of where BD is dependent on India. Here is one for sure cost/quality wise of something quite essential for its elite, middle class and increasingly even the poor.

BD healthcare facilities improved a lot over the years, specifically in the last decade.
If we consider level wise , 1st- primary level including family planning and core healthcare services. Particularly in this level we have improved a lot and in many indicators above south Asian level eg lMR, MMR , TFR, acceptance of family planning. Control of diarrhoea outbreak, early intervention and prevention of complications. Huge success of EPI schedules for preventable diseases.
Secondary level- in this level we are quite capable, necessary infrastructures are there but main issues are number of registered doctors , at least MBBS. Also this is the main segments who come for day to day problems including routine cardiac checkups, health checkups, some elective surgeries. This segment might optioned for their treatment from abroad.
Tertiary level- we really lack in this segment. Like organ transplant, major elective surgeries, hip replacement,knee replacement, cardiac surgery etc. But Recent trends show decrease number/ rate of foreign visit for tertiary treatment like cardiac surgery, joint replacement.
Lastly , we are in the right path for overall healthcare services.

It is simple prejudice, nothing else. In Bengali we say Geyo Jogi Vat pay na which means local things aren't valued.

2/3rd of Bangladeshis can't go to India and yet our average life expectancy 71 years old should be a good indicator of quality of our health sector.

From What I heard from returning patients, Indian doctors are friendlier and behave better than Bangladeshi doctors. Also complex treatment such as Transplants aren't done in BD widely

I know devi shetty and narayana. There is no doubt that the Indian doctors are quiet good and professional. There was a time when people went to the south india specialy velore for cardiac surgery as you have mentioned dr.devi shetthy ji,but things has changed now .There are some new stablishment like lab aid cardiac hospital or many others hospitals like apollo or United hospital.Even the squire hospital is international standard. Getting a medical visa is easy rather than a tourist. .So people do an appointment of a doctor in India and go for the tour. Tour is the main reason. But still a huge number of people go to India for medical purpose too.I don't know if you heard that bangladesh is the second largest incoming tourist nation in India after Unitedstates
