General Musharraf Regime Collapsing In Pakistan: Stephen Cohen

The United States is paying lip service to Prevez Musharraf's regime that is collapsing before its eyes, a top American expert has said and warned that a nuclear-armed and "terrorism-capable Pakistan will become everyone's biggest foreign policy problem".

While criticizing Musharraf for not acting swiftly and ruthlessly to set Pakistan's politics on a proper course, Stephen Cohen of the Brookings Institution, a known South Asia expert, praised him for his position on Kashmir.

"Under Musharraf, Pakistan's position has changed from insistence upon a plebiscite (something India will never allow) to one of several alternative arrangements, all designed to save face for Islamabad," he said.

However, he felt Musharraf does deserve criticism for the "deterioration" of Pakistani civil society and said that his "treatment of the press has been retrograde".

"Musharraf is widely viewed as a military strongman who should be pressed to hold free and fair elections this year. Both the characterisation of Musharraf and the policy recommendation are misguided," Cohen said in an op-ed piece titled "The Pakistan Time Bomb" in The Washington Post.

"Musharraf's problem is that he has failed to act swiftly and ruthlessly to set Pakistan's politics on a proper course, and he knows -- better than his critics -- that given the complexity of Pakistan's internal problems, the holding of free and fair elections might not check Pakistan's drift toward extremism," Cohen wrote.

Cohen said Musharraf "refused to allow former prime ministers Benazir Bhutto and Nawaz Sharif to return to Pakistan and meet a real electoral test. And he fabricated a phony political party to provide illusion of popular support.

"It is Orwellian for American officials to claim that Pakistan is on the road to democracy," he said.

Musharraf receives "unstinting American support" because of his turnabout after September 11, 2001, regarding support for Taliban and al-Qaeda. "But there is room for skepticism about Pakistan's role with regard to the Taliban," he said.

"Whatever happens in coming days, we are not approaching the end of the 'Musharraf system' in Pakistan. Even if he were forced out of the presidency and ceased to be army chief, his military colleagues would continue to rule from behind the scenes, finding a pliable politician or two to serve as their public face.


"Abroad, they might get tougher with India (what better way to unite Pakistanis than a crisis with New Delhi?), and they would try to fake it with the Americans regarding Afghanistan: They will not willingly give up their Taliban assets," Cohen argued.

But, he said, "The army cannot rule the state of Pakistan by itself" and would need a "strategy for a systematic withdrawal from politics."

"The United States is paying lip service to a regime that is collapsing before its eyes and that may yet turn truly nasty. Washington treats Pakistan as if it were a Cold War ally, dealing only with its top leadership. The great danger is that this time around, Pakistan may not have the internal resources to manage its own rescue."

While the whole world was blaming india and pakistan for their nuclear weapons test this guy praised india for its nuclear tests and completely pakistan apart for its test saying that pakistan was irrisponsible look at the books this guys is written. One of them is " India as a military power" i mean cmon.

Can you reassure me that Pakistan is not on the verge of collapse Kidwai as I'm not there to see for myself.

hey i am not in pakistan but my entire family there and they dont think that there is anything wrong with the country. Our trade is increasing poverty is being reduced. So called scholars have been saying that pakistan is on the verge of colapse since its very inception. I think we have done ok for the past 60 years i dont think why we cant do it for another 60 and then another 60 after that.

Pakistan is doing well now, but to say it was never on the verge on collapse ( economically) wud be wrong. Tere were times when the deficit and debt was killing the economy.
Now the economy is doing well, and last time i checked KSE was on the verge of crossing 14k.

Economy holds a country together, thats most important underlying factor. If the people have the hope of getting jobs or hopes a shop or grocery can bring in a sustainable income, a country can never collapse. Unless it goes into war with another country or faces invasion.

Economy is everything i dont know why the public forgets that.

The economy is doing fine due to the sheer size of the population of Pakistan. You need to boost it with political stability to bring all round prosperity.

And political stability would come only when the Army goes back to the barracks. An Election Commission makes sure elections are free and fair, the President and Supreme Court act as check-points for the Government.

Any government that touches the authority of SC, EC and President should be thrown out in the next polls.

Atleast thats the way it works on this side of the fence.....

Musharaff waxed eloquent about Nawaz attacking the SC in his book and to see him attack the CJ himself brought along a moment of irony.

To put it in fewer words Pakistan desperately needs institutional reforms across the board. Musharaff won't do it. Who's going to do it?

But they are attracting FDIs atleast from the arab states. If im right Emaar started investing first in Pakistan and then in India!!!

Its a loosing battle Bull!!! Arabs till now havent invested on their own social sectors, and they have started to do so now. Their money is very very limited compared to the europeans for investing outside. The jolts musharraf is getting everyday, makes his market more and more shaky, until it collapses. its quite cosmetics

With 9.6% growth, when our inflation touched 4.7% all hell broke loose in India, with RBi increasing the cash reserves and raising the interest rates. You make the comparisons.
