Now as you remember we were talking about the SSIK meeting which was in 27 April. For the first time in SSIK's history no statement's has been made by SSM afterwards.

Kenan Şener a journalist from CNN Türk gave some insider info with his tweets:

Biraz savunma haberi verelim. Savunma Sanayi İcra Komitesi sonrası ilk kez açıklama yapılmadı. Ama ayrıntılar net. Toplantı tek gündemliydi. "Milli bölgesel uçak" projesinde imza atıldı. İlk etapta 40 kişilik bir uçak üretilmesi planlanıyor. ATAK helikopterindeki yöntemle. Yani, mevcut bir uçağın fikri ve sınai haklarının alınması ve Türkiye'de sil baştan yeniden üretilmesi söz konusu. Sektör için yeni değil. Bölgesel uçak, Alman menşeli Dornier 328 olacak. Dornier'in haklarını Sierra Nevada Corp. almıştı...

Savunma sanayi müsteşarlığına bağlı çalışan Savunma Teknolojileri Mühendislik STM ana yüklenici olacak. Bölgesel uçak projesinde, hakları satın alınacak uçaktan ilk etapta 50 adet seri üretim için planlama bekleniyor.. ilerleyen dönemde daha yüksek kapasiteli bir uçak üretilmesi için de çalışma planlanıyor. şimdilik 30-40 kişilik..

Uçak aslında askeri amaçlı değil, ancak Ankara çok amaçlı kullanmak istiyor. Proje maliyeti Savunma Sanayi Destekleme fonundan karşılanacak. Bölgesel uçak haberlerini cuma günü yapmıştık, bugünkü toplantı sonrasında açıklama bekliyorduk ama görünen o ki Başbakan bizzat açıklayacak.

Short in English... Turkey will purchase the IP rights of the Dornier 328 from Sierra Nevada corporation (a US based firmed owned by a Turkish nationality) Plane will be re-designed and will begin to be produce. (A similar method was also used in T-129)
 
Apperently talks with other companies didn't pan out. Companies with both IP rights and production facilities didn't want to share their capabilities with favorable terms. Finally we had to turn to an IP holder who doesn't have production facilities anymore but has the ability to design and develop new platforms. While our Regional Plane requirement specifies an airplane with around 110 seats starting with Dornier 328 maybe our best ticket to get us to the 110 seat Dornier 928 in which case TAI may play the role that Fairchild of US was supposed to play.

Hmm, i want to clear some misunderstandings...

- Dornier 328 was designed by Dornier-Fairchild.
- AvCraft bought bankrupt Dornier-Fairchild in 2003.
- Sierra Nevada recently bought IP rights of Dornier 328 from AvCraft.
- We are going to acquire IP rights of Dornier 328 from Sierra Nevada.
- Sierra Nevada doesn't have the IP rights of any other Dornier family aircraft.

So if we want to acquiere IP rights of Dornier 928 we need to go to AvCraft....which i don't think they would be willing to sell us.

928 was not fully developed. There was only an unfinished prototype. So there was no usable IP rights. The remains of Fairchild goes all the way to the US subsidiary of Elbit of Israel. And the remains of Dornier goes to EADS of Europe. Still because the 928 is not fully developed there is no usefull IP rights to it. 928 is only a targeted seat size and type of aircraft which employs lower wings like other modern aircraft. So we can only have shared IP of 328 with Sierra Nevada and perhaps some development help from SN if they have any.
