He was treated like a visiting head of state, kudos to Sri Lanka-Pakistan relations, long may they blossom.

Unlike in Pakistan, Srilanka isn't too big on its army. In all the pictures, you don't see a single policy maker facilitating him. Its just Srilankan army facilitating a regional country's army chief.
