Gen. Zia's foreign policy at the time was the need of the hour for Pakistan. He navigated some very tough terrain like tilting the war in Afghanistan against the Soviets, keeping India in check, developing the atomic bomb etc. However, his domestic policies were indirectly responsible for the mess we have gotten ourselves in. Further the political tussle of the 90s era did not allow any politician to roll back his policies. In fact they actively sought the support of the mullahs to topple each other governments. Gen. Musharraf was caught in the WOT and he neither had the capability nor the means to keep the mullahs in check. Ironically Gen. Musharraf's decisions led to the formation of MMA and their policies further emboldened those who considered Gen. Musharraf's enlightened moderation a threat to Pakistan. So Gen. Zia cannot be held solely accountable for the radicalization of society as propagated by the mainstream media.
