Remember everyone was full praise for Gen. Kiyani during his first term. It was only during his second term that Kiyani’s reputation got tarnished.
Army division is a mini army. Mettle of the general is known during his tenure as GOC of a Division. Therefore if the selection board done its job and promotions are based on merit alone, every Lt General from the fighting branches should be suitable for the COAS position. Service extensions stifle the promotion process and deny opportunity of advancement to the new talent.
I applaud Gen Raheel’s the decision and this should set an example for the future. If a General has performed exceptionally well, he should be kicked up to CJCSC position but not extended as COAS. No one knew how good Raheel Sharif would be until he was made COAS. Pak Army is made up of professionals, how do we know that the new COAS would not be as good or even better?
New Chief brings fresh ideas that are why in Israel all Chiefs of the Armed Services must retire after 3 years. IMHO we should have something similar in Pakistan.
