Usa satellite info would be there but Houthes need to change jammer locations continiously. For Labennon yes a new type of gps jamming is needed for close range also the transmitter antenna should be separated from power source and personnel which should be stationed in concealed under ground rooms-tunnels only the antenna should be exposed far away from the personnel-equipment underground. Also weaker air based jammers can do a similar or better job than stronger ground based jammers in close range scenario like Labennon although the protection range would be limited like point defense. Since they have weaker signals they would be less detectable passively by israel and It is harder to locate-hit balloons in air as Usa had a hard time hitting some weather control balloons recently. The point is new versions can be developed.

Ukraine already gets atgms which are of similar nature. Russia changes tactics as well. They are using motorbikes which cannot be targeted by artillery or atgm or hero/lancet copies. In the other section I mentioned that they can come up with lightly armored three wheel motorcycles or light armor quad atv bikes to neutralise anti personnel fragment artillery, grenades as well. Ukraine already has kamikaze drones with limited effectiveness so other items wont make a huge difference.
