i don't think there is a "asymmetric special team" . they could be a member of takavaran who are special forces of Iranian Ground Forces .

its not that strong ... the pics is blury and I can't read the weapons info , but look like it has 20 or 30 watt laser

I think you meant mW because everything above 500 mW is considered class 4 while everything above class 2 can cause damage.
Eyes are very sensible, i think its quite dangerous to use them for this purpose.
