no country will export its top-secret weapons, right? E.g. you won't expect to get the F22 from US, even if it re-opens the F22 production line.

But for 054A, I think it's ok, as far as we two countries can reach alignment on prices.

most ODA moneys come with obligations that we MUST do certain things in the ODA contracts, e.i. building a bridge over a river, laying a road in a rural area. so your suspicion, we could use ODA for buying weapons, is a disrespect.

China want to settle the issue bilaterally but Vietnam think it's smart to get outsider involved, Outsider can only exploit Vietnam because when a weak nation beg for help, it has to pay a price or give something in exchange...there is no free lunch with Outsider..

I know what you are saying. Americans alone killed millions in Korean and Vietnam war and now they are planning to use India against China.

I think Shinghai conference and any far eastern group should try to counter the war drums. as a bigger powerful nation China should avoid the American approach .. I care for the people of that region and wish that it stays out of conflict like the middle east and Africa.
