‘Friends of Pakistan will help country in a systematic way’: No cash for bailout: US


BEIJING (October 25 2008): Prime Minister Syed Yousuf Raza Gilani on Friday urged the Chinese companies to invest in Pakistan in a big way, strengthening the bonds of ever-lasting Sino-Pak friendship through economic diplomacy.

Addressing the Chief Executives of the top Chinese corporate sector at the State Guest House, he said his country provides immense opportunities to the foreign entrepreneurs, especially those from China to establish joint partnership and undertaking profitable business.

There is very favourable business environment in Pakistan, he said while inviting the Chinese side to visit Pakistan. He said he feels honoured to be in China on his second visit in less than three months. The visits, he said, have provided him an opportunity to meet prominent Chinese businessmen. In Pakistan, the Prime Minister said we have always admired Chinese skills and felt comfortable working with them.

"New generation of Pakistani entrepreneurs is keen to take Pakistan to a higher platform of performance in business and industry and feels pleasure to work in joint ventures with their foreign friends," he added. Gilani said that despite all the changes at international horizon, the two countries have remained steadfast in their solidarity.

He particularly mentioned the role played by former prime ministers Zulfiqar Ali Bhutto and Shaheed Benazir Bhutto in laying the foundation and strengthening the all weather China-Pakistan friendship. The Prime Minister pointed out that today we have a sound architecture in place for developing and strengthening strategic political, economic, commercial, scientific, technological and cultural relations between our two countries.

The Free Trade Agreement in Goods and Investment came into effect in July this year, the Prime Minister said, adding that both the countries have made good headway in negotiations on FTA in trade and services. We are likely to sign it by the end of this year.

The Joint Five-Year Programme, for Trade and Economic Co-operation, signed by the two sides, gives us an elaborate roadmap for tangible targets. The government has decided to mobilise its resources for the speedy implementation of the Five-Year Plan.

This is why it has established an inter-ministerial task force, headed by the President to monitor progress of the projects initiated under the programme. We have a Joint Investment Company (JIC) with paid up capital of $200 million. This company will act as a bridge for Chinese investors coming to Pakistan and play a lead role in launching economic projects.

We have designated the target of $15 billion for our bilateral trade by 2011. If we work harder, we can meet this ambitious target before 2011. The Prime Minister said: "as we go forward, we have to move into the new sectors for investment, joint ventures and marketing.

Pakistan's cement industry, he said for instance is witnessing a boom. Its production and sales are poised to grow further, as the demand in Pakistan and our neighbourhood increases, because of anticipated growth and construction of houses, infrastructure and industrial estates. China and Pakistan can deepen their co-operation in this sector, he noted. He said that Pakistan realises that we will have to expand production of steel fast. Our present capacity of steel manufacturing has to increase; therefore we are planning to set up new plants.

The Prime Minister invited leading Chinese enterprises with proven competence to step in. He pointed out that Pakistan's fast growing economy has huge energy requirements. Our energy demand is expected to increase from present 18,000 MW to more than 160,000 MW by 2030.

He in this connection also invited Chinese companies to invest in the growing economy and become partners in achieving these goals. Pakistan has the world's second largest reserves in coal; the Prime Minister said and added that we need to produce more than 20,000 MW energy from coal in the next 20 year. We need Chinese expertise and technology to turn this reservoir into energy.

He said that the joint collaborative projects in agriculture, food production and food processing sectors will lead to enhanced trade between the two countries. In terms of connectivity, the Prime Minister said Pakistan has to conquer new frontiers. Karakoram Highway is a monument to Pakistan-China friendship, ingenuity and industriousness.

"We can link China and Pakistan by railways, by optic-fiber, by oil and gas pipelines and by building trans-boarder economic zones, along the Karakoram Highway", he noted. This trans-border co-operation can soon morph into trans-regional project co-operation among China, Pakistan and Afghanistan. The time is ripe to encourage Chinese banks and financial institutions to establish their presence in Pakistan, Prime Minister Gilani said.

The Prime Minister said that he knows that the Chinese banks are keen to support the Pakistan-China Joint Investment Company. Pakistan would contribute directly, to the construction of the facilities of JIC. He said that the fundamentals and macroeconomic basis of our economy are being steered in the right direction.

The Prime Minister said that his party has formed the new government as a particularly perilous time for our economy. But we are optimistic that we will overcome these. This year's budget has set out a series of incentives to spur growth in agriculture and manufacturing sectors, he said. Our GDP has doubled to US $170 billion, our resilient population with a rich agriculture base and sufficient natural resources will support an economical revival.

Geographical proximity of China and Pakistan, the exceptionally close political relations between them and Pakistan's location as a bridge between several geographical regions, create a natural interface between our two countries for friendship for transactions, for commerce and for joint undertaking. 'All the doors open warmly as you step into Pakistan's homes, offices and business," the Prime Minister said.
 

ISLAMABAD (October 25 2008): Ambassador of Saudi Arabia Ali Saeed Mohammad al-Awad Assery has said that the government of Saudi Arabia is ready to support Pakistan in all sectors of the economy.

During a meeting with Dr Fehmida Mirza, Speaker National Assembly on Friday, the Ambassador stressed the need for spreading the true message of Islam through placing appropriate people on the pulpit for curbing extremism from the Muslim World.

The Saudi Ambassador also handed over a letter from Imam-e-Kabah Dr Saleh Bin Abdullah in which Imam-e-Kabah condemned the Islamabad explosion on his behalf and on behalf of the Members of Shura Council of Saudi Arabia. The Imam-e-Kabah Dr Saleh Bin Abdullah Bin Humaid expressed his sympathies for the affected families and prayed for the departed souls.

While talking to the Ambassador at the Parliament House, Dr Fehmida Mirza said that Saudi Arabia has always supported Pakistan in difficult times and is also expected to play a leading role in the Group of Friends. She said that new government was facing many challenges, which could be overcome with the support of friendly countries like Saudi Arabia.

She said that the adoption of unanimous resolution by all political parties on the issues of national security and curbing terrorism was a landmark achievement of the Parliament and has sent a clear message to all that the whole nation was united on issues of national importance. She said that the resolution in fact envisages change in the course of history. The Speaker said that stable and strong Pakistan was necessary for stability of the region. She said that Pakistan was pursuing a multi-pronged policy including dialogue, development and determination to end terrorism and extremism from the country. The Speaker informed the Ambassador that the Speaker's Relief Fund for the internally displaced people of Bajaur and Fata has been established to provide them relief and rehabilitation. The Speaker further informed that the fund was established with the consent of the House and a committee comprising parliamentarians was formed to oversee and handle the relief work.

BEIJING: China is quietly working to provide Pakistan a soft loan of $1.5 billion to overcome its financial crisis in addition to more than $3.7 billion to be invested in the telecom and power generation sectors in the next two to three years, Chinese officials told The News here on Friday.

Despite all security issues and financial pressures, China has decided to stand by its two trusted friends — Pakistan and Nigeria — where China will invest more than $4 billion by the end of 2009, they said.

Top Chinese government officials emphasised that both Nigeria and Pakistan were very important countries for China. Many Chinese oil companies are working in the dangerous Niger delta zone of Nigeria, while in Pakistan China is planning to connect its Xingjian province with African countries through the Gwadar Port.

Chinese experts are sure that their workers in both Nigeria and Pakistan are becoming victims of an international conspiracy and say that China will expose the hands behind this conspiracy very soon.

Nigeria was the first country to get a Chinese satellite in orbit and Pakistan will be the second country to use a Chinese telecommunication satellite by 2011. This satellite, named PakSat-IR, will have a lifespan of 15 years and will open new opportunities for foreign investment in Pakistan.

At a briefing in Beijing on Friday, hundreds of European and dozens of Indian journalists tried their best to force Chinese government officials to say that China would not build two more nuclear power plants for Pakistan but foreign office spokesman Qin Gang told a briefing: “We will help Pakistan for the peaceful use of nuclear energy under the IAEA laws.”

China is also aware of those countries that are not happy over its presence in Africa and Gwadar. A Chinese official told this scribe that three Chinese workers were abducted by unidentified kidnappers this year in Calabar, the capital city of Nigeria’s southern cross-river state.

Five Chinese telecom workers were kidnapped early last year in southern oil city Port Harcourt while two workers of a Chinese company were abducted in southern Nigerian state of Anambra by unidentified kidnappers late last year.

These kidnappings began in 2007 when China announced to provide a multi-billion dollar telecommunication satellite to Nigeria. India organised a powerful public relations campaign in the Chinese newspapers on Friday. Many Chinese papers were filled with “Incredible India” advertisements with pictures of Taj Mahal.

Though, the Pakistani government did nothing to use the Asian-European summit to tell the delegates of 43 countries what China was doing in Pakistan, many Chinese journalists and diplomats were fighting for Pakistan by saying that Pakistan did not support enemies of China like India supported Dalai Lama.

It appears that the Indians cannot make any breakthrough in China until they decide to expel Dalai Lama from India. This Tibetan rebel leader is an “honourable guest” of India for the past many decades.

Chinese government officials have tried to make it clear not only to Indians but also to some Europeans that they are not in a position to help them out of the way. The China Daily gave a clear warning on Friday that the financial crisis was also damaging China’s own economic growth.

IMF can only help Pakistan within given rules.
Pakistan has lost its credit rating and now no institution can give us any loan until it change his rules!

zardari has done his best to spoil Pakistan's relation with China.
Chinese media had noted his leaning towards anti-China mafia.

I'm affraid Zardari may only lead us to humiliation and will only profit himself from Chinese funds and will leave the country in more mess.

There are protests in all over the country and people are cursing 12Oct.
Govt. is stealing public money by sending them higher untility bills on top of the loss which they face in terms of devalued currency.
Heavy taxes have been imposed on every thing.
Industry is at the verge of destruction and all development work of country has come to halt.

PPP activists are profiting from wheat hording and wasting free (stolen) electricity and again it is the poor people of country made to pay for all.

All political aristocrats are the group of non sense rubbish looters. (a info shows that Pakistani elites including Zardari, have US$ 250 Billions in foreign banks, while Pakistan begging door to door just for US$ 10 Billion). What a ill-timed for poor nation and its integrity !

Zardari doing exactly what he had committed "Democracy is the best Revenge" so he is presiding the country in his defined democratic way........... so I think, the whole nation including civil & army bureaucracy and off course we all educated & professionals are responsible for the current situation and upcoming unpopular events if any, who brought such proved sharp tough-guy to rule on Pakistan.

We can not run away from this bitter but an unavoidable truth, and can’t justify our responsibilities just by saying that "The current ruling class elected by 40% illiterates helpless poor peoples" and as popular saying in this regard that "most of us didn’t even cast our own votes as we don’t rely to any one of available political stuff",...........that's right but don’t we think this act of neglect the participation in vote casting could also offer an ultimate alternatives and open corridors to these opportunists bad guys to rule on us on the basis of 40% (engineered) votes, Its Ok for the time being, but are we acting in some other way for a future change to get trust worthy political stuff, if yes then OK, but it is obviously not then how should we expect the change???

Should we wait for any unexpected change positive or negative or should we step forward to be more practical??? We all are answerable and can not deny

There is no-doubt on the humanity & patriotism as a nation or as a global citizen at every sector of social life, most of us are well-settled/ well-Off, self sufficient and educated professionals the most active and effective well-informed part of our society who take pain as observed by their opinions, expert advises and brilliant comments on politics, country's setbacks in global scenarios.

But the opinions, advises and comments on national politics to geo-politics, Power shortage to Wall Street bale-out, East to west and north to south but all may be useless or have lesser impact that our ruling authorities are not capable to follow it. It will be beneficial in fact once we have real socio-economic and politic structural system, otherwise its useless as just a good time pass to compete & impress each others by own views.

Pakistan direly needed nation’s attention and social responsibilities up to higher extent. We need to do more rather then we are doing as writer, commentators or advisor, we have to be unite at platform of such a valued Forum, get together to educate each other and the peoples around us in society, recognize the "root" cause of such miseries (though Pakistan is rich of all sort of Resources & Potentials), and make every efforts to get the best possible solutions to get rid of all the malaise.

Here is a big question mark in front of us that we need leadership, we need patriotic polished political, bureaucratic administrative stuff for overall good-governance, and that how can we get the certain bright prophecy for the country???

China to buy National Bank shares to help economy

ISLAMABAD: Twenty-six per cent shares of the National Bank of Pakistan will be sold to China in a bid to get urgent help for the country’s banking system.

Heads of the Bank of China, the XEM Bank of China, the People’s Bank of China and the China International Bank are due in Pakistan next week to assess the country’s needs and explore opportunities to invest in various sectors, particularly in banking.

“Beijing gave this commitment to Islamabad during the recent visit of President Asif Ali Zardari. This will help strengthen the country’s banking industry, which is on the decline because of a liquidity crunch and the fast depleting foreign reserves,” a top official, who was a part of the president’s delegation during his visit to China, told The News.

“In addition, prominent banks of China would not only open their branches here in Pakistan but they would also be enlisted in the stock exchange creating opportunities for local investors to purchase shares of Chinese banks,” the official said, adding: “This would also strengthen the capital market manifold.”

The official said the government had already offloaded 23 per cent shares of the bank some three years back. “So China has offered to purchase the bank’s 26 per cent shares,” he added.
 
World ready to aid Pakistan: PM

BEIJING: Prime Minister Yousuf Raza Gilani on Saturday said Pakistan had received a positive response from world leaders in its endeavour to face challenges, including terrorism and financial crisis.

Talking to reporters before his departure for home at the end of his three-day visit to China, he termed his interactions with Chinese, Asian and European leaders productive. He expressed his confidence that the world community, including China, would extend all possible support to Pakistan in its efforts to promote peace, security and development.

Gilani cited talks with his Chinese counterpart, Wen Jiabao, and Vice-President Xi Jinping and said they had assured him of their complete support for strengthening strategic partnership. China, he said, will continue helping Pakistan in all sectors, including defence, economy and trade. “Pakistan enjoys China’s support on counter-terrorism and financial help through various means, especially massive investment in Pakistan,” he added.

About his sideline meetings during the Asia-Europe Meeting (ASEM), Gilani said he had met with many world leaders, including Indian Prime Minister Manmohan Singh, Malaysian Prime Minister Abdullah Ahmad Badawi, Polish Prime Minister Donald Tusk, Czech Republic Vice-Prime Minister Alexandr Vondra, Italian Prime Minister Salvio Berluscon, Japanese Prime Minister Aso Taro and German Chancellor Dr. Angela Merke.

He said he had availed the opportunity to apprise the Asian and European leaders about Pakistan’s position on various issues, including terrorism and financial turmoil.

Meanwhile, Japanese Prime Minister Aso Taro and German Chancellor Dr Angela Markel assured Pakistan of their countries’ full support in addressing the issue of terrorism and overcoming the financial crisis. During their separate meetings with Gilani held on the sidelines of the seventh Asia-Europe Meeting (ASEM) at the Great Hall of the People, they said their countries would actively participate in Friends of Pakistan to help it overcome the financial crisis.

“Surely, Japan will provide assistance to Pakistan. As a member of Friends of Pakistan, my country will actively participate in efforts for helping Pakistan,” the Japnese PM said. He hoped the group would work out a viable strategy in assisting Pakistan in effectively handling the situation.

German Chancellor Dr Angela Merkel said the foreign minister of her country would visit Pakistan next week to have first-hand information about Pakistan’s financial requirements.

BEIJING: Pakistan received ‘very positive’ response from world leaders to a call for help in combating terrorism and overcoming its economic crisis in the wake of a global recession, Prime Minister Yousuf Raza Gilani said on Saturday.

He was talking to reporters before leaving for Pakistan after a three-day visit to China. Gilani arrived in Islamabad late on Saturday.

The prime minister said his interaction with Chinese, Asian and European leaders was ‘very successful and productive’.

The world would help Pakistan in its efforts to promote peace, security and progress, he said. “They are friends of Pakistan and they really want to help us.”

Chinese Prime Minister Wen Jiabao and Vice President Xi Jinping had assured him of strengthening co-operation between Pakistan and China, he added.

Gilani said Pakistan was honoured to join the Asia-Europe Meeting summit as a full dialogue partner and that he told the conference about Pakistan’s important geo-strategic location and the security issues related to it, including the issue of Afghan refugees.

He told the summit Pakistan’s new government wanted to eliminate terrorism and provide better living conditions to its people, and thanked the world for supporting Pakistan’s peace efforts.

German Chancellor Dr Angela Merkel told Gilani during a bilateral meeting on the sidelines of the ASEM summit that the foreign minister of her country would visit Pakistan next week for ‘first hand information’ about Pakistan’s financial requirements. “We want to know more about Pakistan in regard to economic difficulties and the hurdles in its counterterrorism pursuits.” She said that in case Pakistan opts for emergency relief from the International Monetary Fund (IMF), her government would play its role in the IMF Board for its approval.

Japanese PM: Gilani also met Japanese Premier Aso Taro, who pledged continuous assistance for building the education, health and communication infrastructure in the Tribal Areas of Pakistan.

He also said Japan would consider enhanced economic assistance for the development of social sector in Pakistan. He also assured Pakistan of supporting Pakistan’s case in the IMF if it asked for an emergency loan. app

BEIJING: China will stand by Pakistan in all circumstances to safeguard the country’s sovereignty and territorial integrity, while maintaining the existing bonds of their strategic partnership.

This assurance was conveyed to Prime Minister Yousuf Raza Gilani by Chinese leaders during Gilani’s visit to Beijing that concluded on Saturday, Pakistan’s Ambassador to China Masood Khan said.

Gilani, during his interaction with Chinese Prime Minister Wen Jiabao and Chinese People's Political Consultative Conference Chairman Jia Qingling, was assured that China would continue to help Pakistan meet new challenges in the wake of terrorism and a financial crisis.

China is supportive of Pakistan's stand on counterterrorism, normalisation of its relations with India and its role as a frontline state to wipe out terrorism, Khan said.

Loan: China assured Pakistan that it would help the country overcome its financial difficulties. Besides giving direct financial help in terms of a soft loan, Chinese leadership will encourage its top-level business corporations to investment more in Pakistan.

Gilani also conveyed Pakistan's interest in constructing small and medium sized dams and hydel power generation, infrastructure development, energy and coal development, banking and financial co-operation in collaboration with China.

While addressing the Asia-Europe Meeting (ASEM) summit meeting, the prime minister highlighted Pakistan's views on the prevailing situation in developing countries, including Pakistan, that were adversely affected in the wake of the global financial crisis.

In his address at the summit’s plenary session, the prime minister emphasised that the international community should show more willingness to assist Pakistan in fighting terrorism and eradicating poverty.

The ASEM leaders adopted three documents during the summit proceedings, the most important of which was the ‘Statement on the International Financial Situation’. Other documents endorsed by the summit were ‘China's Statement’ issued by Beijing as the host and ‘Beijing Declaration of Sustainable Development’.

Pakistan's initiative to hold a seminar on the Euro-Asia Land Bridge was also endorsed by the summit that was meant to highlight Pakistan's geo-strategic position as a link between Europe and Asia. The leadership of both the countries paid special emphasis on Chinese investment in Pakistan and raising bilateral trade to $15 billion by 2011. app

WB cancels loan

KARACHI, Oct 27: The World Bank has withheld payment on a $300 million programme meant to support Pakistan’s ailing economy and announced that the loan had been cancelled, a BBC report said on Monday.

Citing an announcement posted on the bank’s website, the report said the money was specifically meant to stabilise Pakistan’s economy.

It quoted a finance ministry official as saying that the International Monetary Fund had objected to the programme as, it argued, the World Bank had no authority to approve such a loan.:tsk::cry:
The report said the World Bank’s unexpected move was likely to hurt the ‘Plan B’ outlined by the prime minister’s adviser, Shaukat Tareen. The plan aimed at raising $4 billion over the next month from international donor. The cancellation forced him to activate his ‘Plan C’ and seek funds from the IMF.—Dawn Report

I am sorry to say this but I really don't believe *anything* that comes from Gilani. In my book, he is essentially another Junejo or Jamali. Even when he visits overseas, he is given the protocol due, but I do not think anyone outside takes him seriously. The other day he criticized Maj Gen Tariq Khan (IGFC), for saying that the Army will stay in Bajaur and continue the operation for 6 months to a year. Our genius of a PM took an issue with the Maj Gen's assessment and like an xxxxx claimed that only the parliament has the right to decide how long the operation should go on. Now where in the world does the parliament decide how long an operation should go on when the commander on the ground has a totally different assessment? I know he is dying to continuously remind the nation about the primacy of his government, but realistically, who is he kidding with such ignorant statements?​

Mr. Dominique Strauss-Kahn, Managing Director of the International Monetary Fund (IMF), issued the following statement today on Pakistan:

"The Pakistani authorities have requested discussions with the IMF on an economic program supported by financial assistance from the Fund to meet the balance of payments difficulties the country is experiencing as a result of high food and fuel prices and the global financial crisis. A Fund mission will begin discussions with the authorities in the next few days on a program aimed at strengthening economic stability and enhancing confidence in the financial system. The amount of Fund financing under a Stand-By Arrangement has yet to be determined. Financing could be made within framework of the Fund's Emergency Financing Mechanism."

I am sorry to say this but I really don't believe *anything* that comes from Gilani. In my book, he is essentially another Junejo or Jamali. Even when he visits overseas, he is given the protocol due, but I do not think anyone outside takes him seriously. The other day he criticized Maj Gen Tariq Khan (IGFC), for saying that the Army will stay in Bajaur and continue the operation for 6 months to a year. Our genius of a PM took an issue with the Maj Gen's assessment and like an xxxxx claimed that only the parliament has the right to decide how long the operation should go on. Now where in the world does the parliament decide how long an operation should go on when the commander on the ground has a totally different assessment? We have ourselves to blame mate, not them! As the saga of missed opportunities continue I think its time for us to stop blaming the world for our failures and start looking for constructive ways to help the country out of this malaise.

Pakistan is a resourcefull country blessed with huge potential in hydro power generation and coal. As we try to raise funds to avoid default, our focus should be on power generation as this is the key for the revival of our industrial platform which is running at have capacity.

We should force our western allies to come up with a "Colombo Plan" kind of design as reward for our support and role in WoT, not just hard cash for budgetary relief. We should force them to open up their markets for Pakistani products and convince them that this is the right way to help Pakistan help herself.

Sucurity concerns have scared foreign investors, why not increase security in SEZ and play hard against militants?

Why don't we give incentives, special packages to Pakistani diaspora to invest in Pakistan?

If the current government sits for the entire term ,it would do a whole lot good for the confidence of those people looking to invest in pakistan.
