France's Macron announces military operation and hospital investment plan to fight COVID-19

French President Emmanuel Macron announced on Wednesday that France would launch a new military operation and a "massive" investment plan for hospitals to help contain the coronavirus pandemic.

The military operation, named Operation Resilience, will focus on missions of logistics, public health assistance and protection on the French mainland and oversea territories, Macron said.

Speaking in Mulhouse, eastern France, Macron also announced a "massive plan" to re-fund the French hospitals and care sector. French doctors and nurses have been calling for emergency funding for over a year, warning that the sector was struggling long before the coronavirus pandemic.

Macron was visiting France's first military field hospital, built in Mulhouse to relieve the city's hospitals, which have been among the hardest-hit in the coronavirus crisis.

Macron called for "unity" to fight the "war" against the COVID-19 coronavirus pandemic.

"We have only one goal, to be united against the virus," Macron said, "because when we go to war we must commit fully and mobilise in unity."

A "medicalised train"

France has started running a "medicalised train", Macron said on Wednesday.

On Thursday, the train will transport its first COVID-19 patients, going from Strasbourg, eastern France, to the Loire region on the west coast.

The train will allow the evacuation of 20 patients currently in intensive care in the Great East region, which has been struggling with high numbers of coronavirus cases. They will be sent to hospitals in Angers, Nantes, Le Mans and La Roche-Sur-Yon, in the west.

The train, run by the French rail service SNCF, allocates for 4 patients per wagon, each with their team of 6 care workers.

The train's doctors and nurses come from hospitals in Nantes, Angers and Paris. The Paris Samu emergency services coordinates the operations.

This first rail transport operation is part of a strategy run by the French health authorities with the support of the miltary.

French authorities have said that more rail transport operations could be organised if needed.

We will see without any doubts massive investments in public healthcare systems across Europe once the crisis is over as public health services seem unable to cope with such a crisis after years of either cuts or underinvestments.
You know one thing positive that is going to come across is the idea that we as individuals are part lf a larger community. Over the last decade western Europe has been moving more right. I think this pandemic will arrest that trend. I expect more investment in centralized national healthcare systems. Only be acting as societies and united can we take this threat on. This cuts across class, wealth, race, religion and politics. United we stand. So maye some good will come out of this. Right now NHS is our saviour. I think the public belief in NHS has been fortified against any future stray leader who thinks of breaking it up or privitizing it.

And just to underline the belief in society we have had 400,000 volunteers within 23 hours for NHS including myself. That is inspiring !

The French Navy will deploy two ships of the Mistral class (Mistral and Dixmude) to support health services of French overseas territories in the Indian ocean and the west indies/Guyana.

Each vessel of the class has 750m² of modern hospital facilities (NATO Role 3 medical facility) consisting in:

  • two operating rooms
  • an x-ray room
  • a dental office
  • a scanner
  • 20 rooms and 69 hospitalization beds, of which 7 are fit for intensive care
  • 50 more beds can be installed in the helicopter hangar if needed.

This Pandemic will have an irreversible repercussion across our Socio-Economic system in the years to come, coupled with Current resources/climat/pop issues... that could make us the "Apogee" of our civilisation.
I may be harsh with my words... But I do believe, we are at the End of an Era...

Yes it seems that it was his right-wing cabinet that finally forced Boris Johnson's hands to order the "lockdown" on Monday evening. They are well aware that their wealth and privilege will not protect themselves or their family against Corona.

Silver lining as you say is that the march of the right will come to a stop across Western Europe and we shall see more social democratic policies - regulated markets that are run to benefit the citizen like in the Nordic countries.
Long may the Nordic model be the one that all societies aspire to!

It is critical that Germany that still has a relatively low number of cases and masses of spare ICU beds helps countries like France/Italy and Spain that are getting overwhelmed with the number of patients.

Off-topic - UK has just announced massive new temporary hospitals in Birmingham and Manchester with up to 5000 bed capacity. These will come soon after the Edexcel temporary hospital in London which will open middle of next week with an initial capacity of 500 - rising to 4000 beds over the next 2 months.
It will be close as to whether the NHS may get overwhelmed but there is a good chance that capacity is being ramped up at exactly the right times to cope with patient surges - luck will be a big factor here.
 
French armed forces are fully mobilized to treat and transfer coronavirus patients to less affected areas all over the country and some to Germany and Switzerland.
