SRINAGAR: Over the years, several former militants have made it to top posts in Jammu & Kashmir government after qualifying for either Kashmir Administrative Service or police service exams, besides judicial exams held by state public service commission.

This came to light after the appointment of this year's topper in the higher judiciary exam was stopped until February, pending CID verification. The candidate is now demanding treatment at par with other officers who were appointed despite past affiliations to militant outfits.

When TOI asked a senior bureaucrat whether there were indeed such officers in service, he confirmed it on condition that he must not be named. He said a civil service officer of the 1996 batch, currently posted in north Kashmir, was a Hizbul Mujahideen militant trained in making improvised explosive devices. His left hand was damaged in a blast.

Likewise, this source added, a senior police officer of the 1999 batch, also in central Kashmir, was a Hizbul man. There are a number of former militants holding posts in subordinate judiciary in Kashmir, he said, and gave instances of engineers in Srinagar Municipal Corporation who were even jailed earlier for abducting their current officers for extortion, etc.

Astonishingly, one officer in the municipal corporation with links to militants was accused of abducting former chief minister and Union minister Ghulam Nabi Azad's brother-in-law. He is now working in the department with impunity and freedom, a corporation source said.

"All such individuals joined the services before their CID verifications reached the concerned departments," a senior police officer told TOI. In fact, a former Hizbul militant was arrested at the border trying to cross over to *** for arms training before he appeared in Kashmir Public Service exams in 1999, the source said.

The candidate whose appointment opened this veritable pandora's box is said to be the former deputy chief of Al-Jehad, responsible for several acts of terror. He topped the exams for the district and sessions judge this year. That is when other candidates challenged his selection owing to his militant past.

A Supreme Court division bench of Justices Aftab Alam and Ranjana Desai vacated the stay, but only in favour of seven respondent candidates. According to sources, one candidate was dropped because his marks were counted twice "inadvertently" to his advantage.

The fate of another candidate, among the top of the list, too, is likely to be determined in February next. It now turns out that another petitioner has submitted an additional application challenging the topper's selection on account of doubts expressed by the police after his character verification. The candidate is now likely to challenge the verification certificate.

I think such events should be seen in a positive light.More and more Kashmiri youths who were brainwashed to join extremism by the Pak estb. are now reverting back to their normal and healthy lives and now the only source of terrorism in J&K is from across the border.The SO CALLED indigenous movement have already died out.Now as far as these appointments are concerned than I personally feel that if these tainted appointees are doing their job properly and the K&K Govt is not cynical about their future intentions then in that case it would be a premature indictment.Let Peace come back to Kashmir once again.

Reading the comments on the news, seems many of your country fellows don't agree with your positive approach....in fact they go on calling the likes of Omar Abdullah as a Pakistani agent. !!
 
These militants should be given second chance to integrate in progressive Kashmir society.

Who cares, These guys left militancy and wants to settle with their families which is good sign and return peace for future generations.

They all should grab top posts and then play :azn:

Once they see the hard ships in militancy they will realize the importance of family and will get into family life. This armed struggle is because some short term emotions, they cannot carry these emotions for life time that to against India.
 
There are several similar stories of militants returning to normal Indian lives after being fedup by violence.

So welcome back to national fold. Hope their lives and families prosper and enjoy every day.

They want normal Kashmiri lives NOT Indian lives since normal Indian live in India is worst than in their country Kashmir currently occupied by India
 
they are really enjoying the good life in India....this can be seen as a massive slap to the face of militants and their supporters!!! India is winning even this war with militants...
 
Lot of prejudice and wrong perceptions from across the border, A peaceful Kashmir would have generated Billions of tourism money had these brain washed coward terrorists not entered.

The policy of violent struggle from Pakistan made these kashmiris back ward.
 
Jalti hai duniya jalne do.. the fact is that these former terrorists have joined Indian government jobs ... by submitting Indian documents...and pledged to uphold Indian constitution..... and their salary is funded by Indian government in Indian rupee.... which they use to feed their family ..with food they buy with help of Indian Ration card.

Joining Indian govt official position is more than equivalent to being Indian. They are now gazetted officers of India carrying Indian emblem on their head, home and cars. How will you deny that?
And also, may be they have seen extraordinary normal Pakistani lives in Karachi and Balochistan and thought Indian lives are much much better.

Also for your comment of kasmiri lives, the most number of people who suffered due to Pakistan supported militants are kashmiris themselves. Thousands of kashmiri lives (including hindus, muslims and sikhs) have lost in this foreign funded militancy. So saying Kashmiri lives are worst than Indians is preposterous. May be azad kashmiris have worst life since they dont have funds for schools and colleges and are their government is run from Islamabad without proper democracy.
