Foreign powers aiding rebels in Balochistan

//I am curious, why hyphenate 'Hindustan'? Is it to remind yourself that Hindus are the enemies and you are supposed to hate them? // Are you joking. Yes of course. Pakistan is desperately struggling to resurrect the common enemy, the Hindus of India, in order to give a meaning to the Nation which unfortunately is loosing it day by day.

Of course all Pakistani's do not want such. Its only the Army / Jihadi / feudal combo that seeks to establish the Hindu enemy at every given opportunity. Now that every part of the Nation is burning the Hindu/India enemy is getting few and few takers even amongst them.

Pak army knows that once the standard story is trashed, they will have to rely on something better to give a meaning to its existence and constant proclamation of it to be the only saviour of the Nation. While India was the readily available and believable bogey man than came to save the Army every time it was doubted, this time around they seem to cut little ice.

The average Baloch and now the average Mohajir is looking back a bit. The Pakistani identity that the Pak army constructed and sustained so long is breaking up. The average ethnic non-Punjabi and those Pakistanis of other ethnicity who does not reside in wealthy foreign countries and which does not reside in posh localities of Pakistani cities is not too happy with this old construct. The old construct of being the "righteous defender of faith against an evil infidel enemy" has now less and less takers. The common man is asking how it's going to help.

The commomn man in Balochisthan is going one step further. He is slowly loosing interest in the idea of Pakistan. An enemy Hindu-stani is meaningless to him. He sees no purpose in sharing his resources to a huge army which barks this only theory but takes all his resources.

Yet, the Zia Ul Haq clan does not see this. They will keep constructing the Hindu-stani enemy at every given opportunity for without such rhetoric years of claims to mythical superiority will be rendered meaningless; they end up in dustbins of history which they will resist to the last line!

Omar, we (ISI) already know about it. For instance, the BLA HQ is based in Israel.
For second, the Pakistan Army or in particular the ISI has recovered foreign camps which looked Arabs staying there.

I have some proof, shared by the ISI but thats not to be posted here.
Its a Arab country, which already has operational military bases in Balouchistan and training camps for its soldiers, but those camps are used for other purposes when the Pakistani forces aren't training the forces of those Nation.

so what is ISI or Army doing to stop them?

still the other day, a little reconciliation efforts by government has resulted into brahamdagh bugti giving a positive response, I am sure every Balochi is a pro-Pakistani but they have been deprived from their rights by the centre...

its we who have given the foreign forces to take advantage of our weaknesses...

what about Quetta as capital of Pakistan? Karachi was once, now is Islamabad, so it has been done before?

We have lost half of the country however the ignorant masses amoung us have failed to understand that if you give Baluch people the their share of wealth and equal rights things will improve drastic. When people are oppressed cornered , they dont give a thing about nationalism or patriotism .. its obvious they will retaliate and go to our enemy. Army and agencies operation is no solution for this political issue this will only frustrate and agitate the baluch.

That is not quite true - significantly more resources have been allocated to Baluchistan since Musharraf's reign. The NFC award also puts a much larger percentage of the proceeds from oil and gas back in the hands of the provincial government.

But no amount of resources are going to end Tribal politics, corruption and exploitation.

The Baluch politicians are no better than the politicians in the rest of Pakistan, and until the provincial leadership delivers on governance and development, talk of 'more resources and ending deprivation' is just meaningless rhetoric.

it has nothing to do with the people of Baluchistan or the rest of Pakistan.

This is a war between the feudal lords of Sindh, south punjab and Baluchistan.

But that's the point. The feudals are the biggest enemy of Pakistan. They made us lose East Pakistan, and they will destroy what remains of Pakistan.

this is not how remedy can give offered to the Balouch, but it should be in the form of Education, Transportation, Hospitals and social uplifting and making them be part of Pakistan's national life...

musharraf is the one who continued to deprive the Balouch from their legal and rightful share over the royalty, he went as far as starting operation against Balouch and killing Nawab akbar khan Bughti and other political leaders, making him the leader of the Balouch people...*(this is how shortsighted military people are)

luckily in the last NFC award some remedy is being given to the Balouch by the elected government... and more is probably done... keep the military away would make things more easy for the political people...

“If the world were an egg, Hurmuz would be its yolk” says a historian few centuries back. Even today in this speedy world of communication, 90 percent of global trade and 65 percent of oil, travel by sea. Globalisation has been made possible by the cheap and easy shipping of containers on tankers, and the Indian Ocean accounts for half the world’s container traffic.

Moreover, 70 percent of total traffic of petroleum products passes through the Indian Ocean, on its way from the Middle East to the Pacific, slithering through the world’s principal oil shipping lanes, including the Gulf of Aden and Oman, as well as some of world commerce’s main chokepoints, the straits of Hurmuz, and Malacca. Some 40 percent out of all traded crude oil passes through the Strait of Hurmuz.

Throughout history, sea routes have mattered more than land routes; India’s trade with the Arab countries of the Persian Gulf and Iran, with which India had long enjoyed close economic and cultural ties, is flourishing. Approximately 3.5 million Indians work in the six Arab states of the Gulf Cooperation Council and send home $4 billion in remittances annually.

As India’s economy continue to grow, so will its trade with Iran and it is also looking forward with Iraq once the country recovers. Afghanistan has been made a strategic rear base for India against Pakistan. That way blocking all trade routes by land from Pakistan to Central Asian states, realising Pakistan’s strategic importance as the main overseer, having a capacity to monitor all the traffic coming out from the Strait of Hurmuz.

Mohan Malik, a scholar at the Asia-Pacific Centre for Security Studies in Hawaii, raised his concerns over India’s dependence on imports passing through the straits close to the Pakistan’s Makran coast at Gwadar, where the Chinese are helping Pakistan develop deep water ports, as ‘Hurmuz Dilemma’.

This is unnerving for India, with China building deep water ports to its west and east, India fears being encircled by China unless it expands its own sphere of influence. The United States is quietly encouraging India to balance against China, whereas it is seeking greater cooperation with China.

Aware of how much the international economy depends on sea traffic the US admirals are thinking beyond the fighting and winning of wars to responsibilities such as policing global trading arrangements. Indian Ocean and its adjacent waters are going to be a central theatre of global conflict and competition. This was the conclusion made in a document, ‘Marine Corps Vision and strategy 2025’. If oil exports from the Persian Gulf were significantly reduced, the effects on America’s well-being would be profound. To prevent this, the United States shall keep on preventing any local power from establishing hegemony in the gulf.

United States, India and Iran are doing the right thing: formulating a foreign policy whose goal is to ensure the safety and prosperity of their own people. It sounds incongruous when our political elite expects or demands world powers to watch our economic interests, instead of working for their own people.

Foreign Minister Hina Rabbani Khar, in an interview aired on Sunday, said Pakistan was doing more than its share in fighting the Frankenstein of terror created jointly by many world powers including the United States. She is right, but have we ever realised, why this Frankenstein was created? A foreign minister is supposed to address the cause, effect and the solution to combat this Frankenstein. Why are we petrified of talking to the world powers, looking into their eyes and telling them that this Frankenstein was created by them for their long term vilified objectives, and that they should now stop meddling in our homeland?

In the presence of so many unsolved bilateral issues between Pakistan and India, it was a horrible idea to give a direct role to India in Afghanistan by the US. The strategy sends a strong signal to Islamabad about the US foreign policy vision in this region for the 21st century, where India clearly holds a key position. Pakistan is entitled to its strategic objectives and US is being unappreciative in ignoring these objectives. We have already committed a miscalculation by giving up to the American demands in the Soviet-Afghan war as well as in 2001, without spelling out our strategic objectives and then extending any cooperation.

We are now paying a price for our faulty policies in Balochistan where all our ‘friends’ and foes are squandering money, arms, and all pertinent support to make the province unruly. Balochistan is strategically the most important province of Pakistan and will play a very important role, especially in the country’s economic future. What needs to be addressed is to define the real issue of Balochistan? Gwadar’s proximity to the Strait of Hurmuz is the main reason of the unrest in Balochistan. Robert Kaplan’s statement can easily help us in determining the mindset of our allies, who pronounces that Gwadar’s development would unlock the riches of Central Asia.

However, we have to promote our national interests and to turn this strategic port into a global economic hub. For this we will have to tell between the covert enemies and the real friends, domestically as well across the frontiers. There are concealed hands that support insurgency in Balochistan through safe havens provided to the radical elements in different countries to destabilise Pakistan.

The ban on jihadi organisations and their resources being frozen are common international phenomena. This creates a feeling of fretfulness and cynicism amongst the Pakistani intelligentsia.

Our political leadership, writers and media need to recapture the souls and minds of our Baloch brethren, revise strategies based on lessons learnt from our past crises, place programmes that help Baloch people to build robustness, achieve resourcefulness, enhance their ability to recover swiftly so that they turn into an insurmountable impediment for the plentiful foreign intelligence agencies who are working fervidly to make Pakistan a failed state and undermining its strategic muscle.

Foreign Connection in Balochistan

While Pakistan has taken some meaningful steps to bring the perpetrators of Mumbai terrorist attacks to justice, India is using Afghanistan's territory to launch attacks in Balochistan leading to further balkanize Pakistan. In the 1971 war, India discreetly used the unrest in East Pakistan against Pakistan to its fullest advantage leading to the creation of Bangladesh on the world map. Today, India is supporting a most difficult drive of using Baloch insurgency against Pakistan. Pakistan has given proofs of Indian involvement in exacerbating the turmoil in Balochistan via Afghanistan but India is unlikely to ever accept such a charge. Although, it is true that India does not share border with Balochistan but India can not remain oblivious from its meddling through hundreds of RAW operatives & Indian regular troops prowling in Afghanistan bordering Balochistan. RAND scholar Christine Fair, a leading American expert on South Asia disclosed in an objective analysis carried by ‘American journal Foreign Affairs’ has validated Pakistan’s legitimate claim about India’s involvement in fanning unrest in Balochistan. She further contended that “Having visited the Indian mission in Zahedan, Iran, I can assure you they are not issuing visas as the main activity. Moreover, India has run operations from its mission in Mazar (through which it supported the Northern Alliance) and is likely doing so from the other consulates it has reopened in Jalalabad and Kandahar along the border”.

There is a long list of overt as well as covert evidences available with the Pakistan Government about the complicity of few angry tribal chieftains/BLA with India in fomenting trouble in Balochistan. The statement of Brahamdagh Bugti, grandson of late Akbar Bugti, was very alarming when he revealed that he would accept any “moral help and material support” from India to create mayhem in Balochistan. During an interview on Dunya TV telecast on July 4, 2009, the Baloch rebel leader Hyrbiyar Marri has revealed that "American enslavement is better than Punjabi enslavement because the Punjabis will come and occupy our lands for good. The Americans will only steal our oil and gas, whilst the Punjabis will obliterate our national identity". US under secretary of state for political affairs, William Burns gave Indian officials a terse directive to “shut down Indian Consulates in Afghanistan, reduce presence in Kabul and stop sending mercenaries across the Durand Line”. There is strong evidence of Indian support in planning, commissioning and preparing acts of terrorism in Balochistan through setting up of 26 centres of terrorism (consulates) along the western border in Afghanistan. Reliable sources have revealed that explosives were brought in by Indian Border Roads Organisation (BRO) under the garb of “reconstruction and rehabilitation efforts” in Afghanistan through Iran to be used for sabotage acts against Balochistan. Adviser to the Prime Minister on Interior, Rehman Malik disclosed that some 200 Baloch youths who were allegedly disappeared in Balochistan, have been traced. It was very distressing that most of these persons had crossed border and were being trained by the Indian RAW operatives in Afghanistan. There is robust possibility of Indian involvement in the killing of three Baloch nationalist leaders that triggered widespread on-going riots in Balochistan. This tactical maneuver yielded following multiple anti-Pakistan purposes: (1) Proving Pakistan’s security apparatus guilty of killing in the eyes of Baloch people. (2) Thwarting the possibility of reconciliation efforts between the Governent and the angry nationalist leaders, by killing Ghulam Muhammad Baloch – a man who was responsible of playing a major role in the release of John Solecki, chief of the UN Human Rights Commission in Balochistan.

It is true that past governments were responsible for the present situation in Balochistan and India is just exploiting the bad situation. Ever since the creation of Pakistan in 1947, the greatest offense of our every successive government has been that they have never tried to improve & develop the economic and political conditions in Balochistan despite repeated promises from each one of them. Balochistan remains the most neglected province and 88 per cent of its population lives in subhuman conditions. The fresh imbroglio surfaced when the Centre launched fast track developmental projects aimed to bring the area into socio-economic mainstream. It became sore in the eyes of Indian strategists who wanted to extent their zone of influence in the Central Republics to lay a hand on its enormous natural wealth. India is trying to locate markets due to constant pressure from an ever growing population and increased urbanisation. In order to capture the market, India wanted to stop Pakistan from becoming a hub of economic activity by: (1) Exploiting the theme, “the construction of Gwadar Deep Seaport in Balochistan will turn Balochs into a minority”. (2) Cultivating in the minds of the Baloch nationalists that China intends to occupy their natural resources. (3) Widely publicizing incidents of Human rights violation in Balochistan by highlighting the so-called miseries of Balochis, like disappearances, political victimization, displacement due to military operations, etc. (4) Generating suspicions in ethnic Balochis that Islamabad wants to possess the riches of Balochistan.

Some of the grievances projected by Baloch nationalists are: — provincial autonomy, detention of political workers, bigger share in NFC, special quota in federal jobs, enhanced royalty for natural gas, increasing military intrusion, gradual attrition of Baloch identity with influx of outsiders, undertaking of “anti Baloch” mega projects like Gwadar port without reference to their consensus. In order to foil the Indian conspiracy of destabilizing Pakistan, it is important to remove the mistrust between the Baloch and the Federation by adopting Confidence Building Measures. Political, social and economic disputes need to be addressed through a policy of reconciliation and mutual accommodation. The meaningful dialogue process with all the stakeholders will bring perpetual peace in the province. The All Party Conference (APC) or grand jirga be convened at the earliest so that people should remain alive to the situation and make independent policy decision in the best interest of Pakistan.

India is under is undergoing social and economic revolutions that is capturing the best minds–and money–of Western business. which is decreasing due to constant pressure from an ever growing population and increased urbanisation.

No...the conditions will not improve...as the Sardars will get all the wealth and they want to keep their people in the dark. The sardars will plunder the wealth and go abroad like cowards such as the bugtis........and then beg to US/UK to help balochistan get independace. I think Pakistan should raise another Corps there....to send message to all those illusionists...that if you mess with us...we will forcibly take you over!

Shamsi airbase near Kharan in turbulent Balochistan was in news for sometime but Karachi situation deflected the attention. Reportedly Shamsi base was built by Arab sheikhs in 1990s for Falcon shooting. Similar sites had been taken on lease in deserts of Bahawalpur region for sand grouse shooting.

The base under the use of US air force since September 2001 was taken over by CIA in 2004. It was renovated and expanded by building hangers and expanding infrastructure.

It was learnt at a later date that Gen Musharraf in his desperation to enter into good books of George W Bush had allowed the US military to use Pakistan’s four air bases in Balochistan at Jacobabad, Mirani, Shamsi and Dalbaldin to carryout air strikes in Afghanistan under Taliban from 7 October 2001 onwards. Use of airbases continued even after ouster of Taliban regime and capture of Afghanistan in December. CIA has made good use of Shamsi base to foment insurgency in Balochistan, and to monitor progress of terrorist activities of BLA, BLF, BRA and Lashkar-e-Balochistan. CIA together with MI-6 and RAW had helped the rebels in establishing about 60 training camps in interior Balochistan in 2005 and hideout for late Akbar Bugti.

Shamsi base was occupied by CIA because of its geo-strategic location. It is very close to Chaghai where Pakistan carried out nuclear tests in May 1998; Iran’s eastern border is only 100 miles away and with Blackhawk helicopters, CIA can carryout stealth flights close to the border. In addition, it could coordinate cross border terrorism in Iran’s Sistan province using Jundullah group and own agents based in Balochistan. Afghanistan’s southern border is only 100 miles away and cross border movement could be kept under close watch.

Quetta region can also be monitored to trace out alleged presence of Afghan Shura. Besides, Mekran Coast which stretches from Persian Gulf to the Arabian Sea in south is within its proximity to oversee Chinese activities in Gwadar Port and Indian Ocean. Shamsi and Mirani bases can facilitate naval amphibious landing whenever undertaken. Huge energy and mineral resources of Balochistan are also of great interest to USA. Since CIA draws too many advantages by keeping this base occupied, hence it is reluctant to vacate it.

News about leasing of Shamsi base to UAE came to light during the in-camera joint parliament session on 13 May 2011 in which the PAF deputy chief informed the House that the said base was not in control of the PAF. Harking back into history of 1960s, one may recall that Badaber airbase was quietly handed over to US air force by Gen Ayub Khan in 1958 and the base was secretly used for launching U-2 flights to spy on USSR. When Khrushchev marked Peshawar with red circle and threatened to destroy it, the base was hurriedly closed and was got vacated in July 1970 after the US failed to get the 10-year lease agreement extended.

At a later date in 2009, it was learnt that CIA was using Shamsi base to launch drone strikes in FATA. The government remained in denial mode even when Wikileaks and the US officials disclosed that drones were used under express permission of Pak government. It also came to light that the CIA had employed Blackwater elements in Shamsi base for loading and unloading of Hellfire missiles in drone launchers.

It is now to be ascertained as to what were the terms of agreement and the period for which Shamsi base had been leased, and accordingly a plan made to get it vacated the soonest. It is also to be determined whether UAE can sublet the base to another country? Reportedly, land supplies to Shamsi have been stopped, but more pro-active actions will be required to force CIA to quit at the earliest.

Blackwater elements have been withdrawn and its usage has been blocked but it is not clear whether it has been formally taken over by PAF. It is widely believed that Mehran Naval Base terrorist attack on 22 May was CIA-RAW sponsored to denude Pak Navy of surveillance capability along the coastal belt particularly Balochistan where their covert acts could be monitored by P-3C Orion aircraft.

Gwadar Port along Mekran Coast provides ideal exit point to the envisaged energy corridor from Central Asia. The US has been striving to gain control over Gwadar Port and to keep China away which had provided funds and technical assistance to make this project come on ground. Several Chinese working on Gwadar project were kidnapped and some killed so as to scare them away. Had Musharraf’s regime not handed over operation of the port to Singapore Company on the advice of USA, it would have been fully functional by now. Wasted time and effort can still be recouped if China is handed over full charge.

Use of drones by CIA was permitted by Musharraf to launch surveillance missions and find out about the whereabouts of al-Qaeda and Taliban fugitives hiding inside Pakistan. However, CIA broke this agreement when it launched a hellfire missile to kill Nek Muhammad in South Waziristan in 2004 and later on used it offensively in Bajaur in 2006 twice. It was believed that drones were being employed by CIA from Afghanistan. People of Pakistan came to know at a much later that all drone attacks were launched against targets in FATA from Shamsi airbase with the connivance of the government.

Under mounting pressure of the public, the top civilian leadership started making statements that drones being counter productive should be stopped. Two joint resolutions were also passed by the parliament. However, since the leaders spoke without conviction and sincerity, it made no impact on USA. Obama administration declared drone as a choice weapon and drone war continued. In the aftermath of Raymond Davis affair in January and Abbottabad sting operation in May this year which soured Pak-US relations, the Army and ISI undertook remedial measures to curtail American overbearing presence in Pakistan.

The US is however not reconciling to restrictions and is also continuing to use Predators with impunity on suspicion that Al-Qaeda leadership and Haqqani network are based in NW. In its desire to expand the operating radius of drones, the US sought official clearance to carryout covert drone strikes in Pashtun dominated Balochistan after circulating a made-up story that Mullah Omar with his Shura as well as Ayman al-Zawahiri were hiding in Balochistan. Pakistan is being pressed to allow establishment of American Consulate in Quetta and posting of liaison officer to HQ 12 Corps to help monitor activities of runaway Taliban and al-Qaeda hiding in Pashtun inhabited southwestern Balochistan.

Ironically, the US is least concerned about anti-Pakistan groups operating in Balochistan who are not only aspiring for independent Balochistan and involved in high scale terrorism, but are also inviting foreign powers and the UN to intervene and help them in achieving their objective. None of the Baloch terrorist groups banned by Pakistan has been put in the category of terrorism. Permission for use of drones is sought not for employment against them but against peaceful Pashtuns residing in southwestern Balochistan with ill-motives.

The US is constantly pressurizing Pakistan to do more but ignores Pakistan’s complaints against deep involvement of RAW in Balochistan using Afghan soil. Kunar and Nuristan provinces of Afghanistan are confirmed sanctuaries of all runaway militants from Swat and Malakand Division and are involved in frequent cross border attacks on Pakistani security check posts in Dir, Mohmand, Bajaur and Chitral, but the US takes no action because militants are patronized by Afghan warlords and foreign agencies.

Now that Dr Zulfiqar Mirza has disclosed startling news that MQM chief Altaf Hussain is conspiring with the US to dismember Pakistan, armed forces will have to be extra vigilant to frustrate the designs of our adversaries.

Pakistan govt. earn from tax payers or by taking loans.

Most of the tax collected is from remaining 3 provinces, and according to new Pakistani law 'NFC awards' only C.M. has entitlement to all development finances.

Previously, only Bugti was entitled to the fiances allocation. While Bugti's were deadly against the development of Baluchistan and carried out sabotage activities with aid foreign agencies.

While Baluchistan have seen enormousness development since the death of Bugti.
Motorways, Ports, Schools, Hospitals etc.... were mostly made in Baluchistan but all development has gone in reverse since Bugtis are back to in bed with govt.

I don't have voting right although, i live in Lahore.
I have to pay for every thing, govt. never assisted me.
What about over seas Pakistanis, they send billions home but present govt. start stealing from them starting from airport.

Does this means overseas Pakistanis shall go to Dehli for militant training?????

Bugtis have SAM inventory worth $billion, why are they wasting Pakistani tax payers money on Inidan weapons and Tehran - Dehli flight tickets.

You mean he who lied about his education,he who deprived his people of education so he could continue the feudalism,he who ran a well organized militia inside his own country.I agree Balochis are Pro-Pakistani but their are some which are not.
You know smuggling large quantity of arms doesn't exactly show nationalism and possession of an AA gun should get one hanged.

BTW i myself have met Balochi teens who told me that they consider Baluchistan a separate state and they will not turn their watches back due to daylight saving because they are autonomous of Pakistan.Now that is quite some midset that Balochi household is instilling into the future of the state.ENOUGH SAID!

Old rant... Better "Asif Haroon Raja" come with some proof, rather than spreading misinformation. Many time Pakistani politicians talk bout foreign involvment in Baluchistan, Not a single time they came with authentic proofs.

I remember one TV show (rehman Malik), when the host Asked bout proof of Indian involvement in balochistan , He said " I will produce it in appropriate time". Its been 2 and half year, neither he came with proof, nor his appropriate time came..

I am amused by reading such conspiracy theories provided by Pakistani generals.. According to Mr Asif Haroon Raja USA,Russia,India,Britain,Arab nations etc are directly involved in destabilizing pakistan.

Mr Asif Haroon Raja , can you please come with some proof???
