And what if Nuclear fails too and nothing changes after a nuclear exchange only millions deaths. India has shown it can absorve 5-10 million deaths and still keep on going without bothering. Pandemic alone killed 5-10 millions in India. War will kill half a billion in India at maximum. Thats will still leave a billion alive. What will you do when even after spending ALL of your weapons and arms you are still not able to kill the enemy completely and it keeps on going?
Will Pakistan be ready to let all 250 million die even after killing 500 millions in India? Whats you end game in that case?

How did you conclude how many will die? And how did you concluded that every single one of 250 million Pakistani will die? How?
Just because it is smaller, you do realise, that nuclear impact is not constrained in a box.
Do you even know the total impact of a nuclear war?

India cannot absorb jack sh.t, if it could, it would not have stopped after the balakot attack. It took one warning strike from Pakistan to stop India where it stood, and India has never been able to achieve head-on victory against Pakistan, your military knows far more then you.

Nuclear war has three prominent aspects,
1. The impact,
The number killed depends on the number of warheads and the location of impact, paradoxically this is the least damaging aspect of a nuclear war.
2. The immediate after effect,
This is the part where radiation continues to effect those still living, the destruction to the infrastructure, environment, agriculture, water supplies and so on, total elimination of governing structures, this will create the greatest damage, and it is hard to calculate, there are too many variables, and the total affected can number greater then the actual deaths in the initial explosion.
3. The long term effect,
a) This is where the country as it stands dissolves into nothingness, because of all the damage and deaths, destruction of agriculture and damage to water supplies, lack of funds, total destruction of urban centres, the urban centres house all of the governing capacity, and no funds because anything resembling a nation has collapsed, without an economy or agriculture, there is nothing left.
b) The effect on global agriculture, environment and water supplies from the nuclear cloud and nuclear rain. A fully localised full nuclear war would collapse the global economy, because of the amount of effort governments would have to take to mitigate any fallout. No one will be coming to help India or Pakistan, more like they will be cursing both the countries and trying hard to save their own people.
