Pakistan Telecommunication Authority (PTA) has advised Government Ministries, Departments etc to nominate a Focal Person in their respective organisations who could take note of hater speeches etc and forward the same to PTA. For quite a decade nomination of a Focal Person, an international Grievance Commissioner etc has become a fashion and spiritless ritual.
The then President Asif Ali Zardari early 2011 showed his concern on the Federal Ombudsman having become ineffective. In order to harmonise, standardize and reform the who system with much fanfare a Pakistan Ombudsmen Forum was established. A verse of Mirza Ghalib in simple rough word reads “even for a drink, we need it on loan”. If, for example me, am in the chronic habit of coming to office daily late at 11,00 to reform myself today I can’t mend myself unless there is some money to mend it. For this reformation to my understanding the world bank donation came similarly as for our famous judiciary reforms huge amount came which according to talk shows mostly went on holding seminars, conferences, travel etc. There are 10-12 different ombudsmen in Pakistan. The contact information of all the Focal Persons was publicized through a newsletter. It was strange rather unbelievable that these ombudsmen have on costly national expense independent domains yet the contact emails of majority were from unsafe free yahoo or gmail. Hold your breath. Almost all the emails addressed to these focal persons on the given contact emails came back to me undelivered except that of banking mohtasib. In one message from the concerned email provider was “no email account in this name”. I apprised this to the “Forum” which has proudly publicized this, not a single word to this senior citizen just as a thank you for his feedback. Almost 70-80% government announced emails are non functional and to my opinion are just to fill up the file requirements. For example, PIA had announced different contact emails as xxxx@piac.com.pk but the emails addressed always came back undelivered. Some insider then disclosed me these are just for public consumption the actual emails were with domain xxxx@piac.aero.
PTA wants focal persons to be nominated. It can be a joke only in our beloved homeland that during this week emails addressed to PTA on its officially displayed contact informed came back to this senior citizen undelivered.
