Threat exists especially till Indian Election where, Modi can go to any extent to claim back his lost image. Furthermore, it is not India alone and there are certain players that provokes Modi for his humiliation so this occasion may become handy for anti-Pakistan entities. The politicians even tried to destroy the ISI by inducting hundreds of "political appointees" --- especially Benazir and later again the PPP govt on orders of the US (when they tried to bring it under total political control, which of course spectacularly backfired and they had to backtrack after the announcement.)

The ISI has huge issues, but it's still significantly more capable than any civil-only agency.
