I think it's pretty clear. Pakistanis have a different understanding of personal and collective freedom than Indians.

Firearms do not trigger any sort of response from Pakistanis as they feel more at ease with weapons around than without them.

It is different in India where the societal ground realities make it challenging. Let me just call it what it is, paranoia.

Go to the hinterland, you'd be surprised. There's enough talented tribal/rural gunsmiths and buyers/enthusiasts here as well.

Overall though, the whole idea of being responsible around firearms and so on has worked out much better in actually advanced societies like the Swiss and in the USA, not so much in Yemen and Pakistan.
