I second this stealing or attempting on the fishing stocks is no go. Perhaps the fish pushes into our side and they get to tempted to go after the fish following it but they somehow end up on our territories. It is classical fisherman mistakes they follow a herd of fish who don't play by borders who go from one area to another following them can be tricky sometimes
