It is possible since there are a lot corrupt officials appointed by the corrupt govts over the past 30 yrs or so and PM IK has not been able to rectify it. This is one of the fronts where he is failing and has not been able to play his cards right and I will term it his weakness. And it all became crystal clear with the treatment meted out to Dr Shahid ..It means IK has no control over the rogue elements.

Sir, evidences of corruption are not left in office files. Corruption is not a documented business, files are generally kept clean. Those bureaucrats sitting there are not stupid.
