The true nastiness occurred when we failed to remove Saddam in 1991. He responded by massacring many Shia, attempting to screw down the Kurds further, starving his own people, and throwing what remained of the rule-of-law under the bus to endorse messy tribal rule. Our shame at leaving Iraqis to such a fate was alleviated by finally overthrowing Saddam twelve years later.
