Fighter deal by March 2012

We're already buying a lot military hardwares from US like $1b C-130, $4b C-17 etc. So, this time Europeans will fight hard and they will also offer full transfer of technology to get a pie of India's defense deal!
 
India's highly-anticipated medium multi-role combat aircraft competition could be wrapped up by September, Indian air force chief PV Naik said at a press conference yesterday.

But industry observers believe that his statement was aimed at pushing the defence ministry into accelerating the decision making process.

"We submitted our report to the ministry in end-July [2010]. Thereafter, there were many queries and counter-queries. Many of the hurdles have been crossed and we believe the price negotiations will begin in a week or two. I'm hopeful of a decision by September," says Naik.

However, he added a caveat, saying that "dissatisfied vendors" may try to jeopardise the process. "You know how it is. Others may try to put a spoke in the wheel. And if that happens, everything takes its own course."

Observers say that senior air force officials are unhappy that the ministry's lengthy decision making process is affecting the service's operational readiness. They add that the six MMRCA contenders have also not submitted their offset documents - a requirement under India's military procurement process.

Price negotiations could also take months, they add, pointing to lengthy discussions between India and other countries like Russia and France for various procurements and upgrades.
The six contenders are the Boeing F/A-18E/F Super Hornet, Dassault Rafale, Eurofighter Typhoon, Lockheed Martin F-16IN, RSK MiG-35 and Saab Gripen IN. Some officials from the companies at the show expect India to make a decision within the next year.

A Boeing official sparked debate among the competitors at the show by predicting that three twin-engine aircraft will make the shortlist. Lockheed Martin and Saab were both quick to promote the through-life cost benefits of a single-engine design.

The high level officials and ministers from all four nation Eurofighter consortium are present in the Aero India. They are giving full force to the deal.

Shiv Aroor reporting that according to the IAF chief the winner will be selected by September if there is no major hick ups from "unless dissatisfied vendors put a spoke in the wheel (sic)".

India may announce MMRCA deal by Sept: IAF Chief


BANGALORE (BNS): India is likely to sign the medium multi-role combat aircraft (MMRCA) contract by September 2011, Indian Air Force (IAF) Chief-of-Staff P V Naik said Thursday.

“Commercial negotiations for the deal will begin in next two to three weeks and we will be signing the MMRCA contract by September this year,” the IAF Chief told reporters at Aero India 2011.

All six contenders for the big-ticket deal are participating in the aero show, pegged to be Asia’s largest air show.

Earlier, Defence Minister AK Antony made it clear that no political considerations will come in the path while deciding the winner. He also said that the decision will be taken based on the requirements projected by the IAF.

India's planned multi-billion dollar aircraft deal is the biggest contract ever since the 1990s. In 2001, IAF sent out its request for information (RFI) for the 126 fighters. After delays lasting almost 2 years beyond the planned December 2005 issue date, the Ministry of Defence finally announced a formal Request for Proposal (RFP) on August 2007.

Six global fighters – Lockheed Martin's F-16 Super Viper, Eurofighter's Typhoon, Russian United Aircraft Corporation's Mikoyan MiG-35, France's Dassault Aviation's Rafale, Swedish SAAB's Gripen and Boeing's F/A-18 Super Hornet – had submitted their bids in response to it.

The aircraft which will purchased will be the front line fighter of the IAF for the next 20-25 years or so.Everything should be minutely examined before announcing the winner.Also it is not that we need the jets urgently .A year is no big deal when you see the whole picture.

Even after the selection of MMRCA; price negotiation, discussing offsets and ToT terms is not exactly a "instant top ramen" like procedure. Especially when the amount involved is > $10 billion.

You can safely add 5 or 10 years to any Indian claim that something will happen "late this year" or "next year."

When you've been following this deal for as long as I have (right from inception), you'd know how to tell the BS easily.

They have been doing this for a while now "Late this year", "Early Next Year" tango for a while.

If the deal does not happen this year, pretty soon it won't make sense given that India has better 5th gen options too.
