Faulty Indian Ammo Damages First Artillery Guns (M777 howitzer) Imported In 3 Decades

The Indian Artillery fired over 250,000 shells, bombs and rockets during the Kargil conflict. Approximately, 5,000 ordnance were fired daily from more then 300 guns, mortars and multi-barreled rocket launchers (MBRLs). During the peak period of assaults, on an average, each Artillery battery fired over one round per minute for 17 days continuously. Such high rate of fire over long periods had not been witnessed anywhere in the world since World War-II. The Gunners soon developed blisters on their hands from carrying and loading heavy shells and cartridges incessantly.

Indian Army's new M777 howitzer damaged during field firing

One of two BAE Systems M777 155 mm/39-calibre lightweight howitzers (LWHs) acquired by the Indian Army in May malfunctioned on 2 September during field firing at Pokhran, in India’s northwestern state of Rajasthan.

IA officials told Jane’s that the barrel of the LWH, which was firing Indian-made ammunition, was damaged after the fifth projectile in the series exited in multiple pieces

The howitzers had been undergoing test-firing since June for the compilation of firing tables with locally made ammunition. The trials were scheduled to conclude later this month.

The IA and BAE Systems said nobody was injured in the incident and that a joint investigation team is assessing the extent of the damage caused to the howitzer’s barrel.

How they heck do you blow up 2 T-90s and 2 howitzers in the same year? Well trained ARMY indeed.
 
Does anyone know the life of M777‘s barrel? It will be a bad news for Indian army if it is much more than 1100 firing.

In worst condition Indian army may has to import ammunition with M777 or has to replaced barrel more frequently than expected.

A preliminary investigation has found that faulty ammunition was the reason behind the explosion on the Army's new long-range ultra-light (ULH) howitzer M-777 during a field trial in Pokhran earlier this month, official sources said.

The barrel of the US-manufactured gun had exploded when it was firing Indian ammunition on September 2.

A preliminary inquiry has found that the explosion took place due to faulty ammunition supplied by the Ordnance Factory Board (OFB) and further probe into the matter was on, the sources said.

Asked about the findings of the probe, OFB spokesperson Uddipan Mukherjee said, "Any such failure is attributable to a complex phenomena pertaining to internal ballistics as the shell moves at a very high speed inside the barrel."

He said these kind of failures can have multiple causes and "the quality of the shell is not the only reason".

Without specifically commenting on the findings of the probe, Mukherjee said ammunition used in the M-777 gun had undergone the required quality tests.

India had received two M-777 ultra-light howitzers in May, each worth around Rs 35 crore, after a gap of 30 years since the Bofors scandal broke out, and the accident took place in one of them.

The field trials of the 155 mm, 39-calibre guns manufactured by BAE systems were being carried out at Pokhran in Rajasthan with an aim to collate various critical data like trajectory, speed and frequency.

Army sources had said the barrel of the gun was damaged in the explosion.

The Army had received the howitzers as part of an order for 145 guns. Three more guns are to be supplied to the Army in September 2018 for training.

Thereafter, induction will commence from March 2019 onwards with five guns per month till the complete consignment is received by mid-2021.

India had last procured howitzers in the mid-1980s from Swedish defence major Bofors. The alleged pay-offs in the deal and its subsequent political ramifications had severely crippled the Indian Army's procurement of artillery guns.

The defence ministry had struck a government-to- government deal with the US last November for supply of the 145 howitzers at a cost of nearly Rs 5,000 crore.

While 25 guns will come in a fly-away condition, the rest will be assembled in India by the BAE Systems in partnership with Mahindra Defence. The Army has been pressing the government to speed up its modernisation programme.

Supply of Sub-Standard Material

A complaint of anomaly in inspection and acceptance of Ammunition Container 39 A/L regarding Supply Orders dated 19 December 2011 was investigated by Director/Vig (W/C), Ordnance Factory Ambajhari, Nagpur based on Chief Vigilance Commissioner (CVC) order dated 22 January 2015 and Chief Vigilance Officer’s (CVO’s) letter dated 17 February 2015.

The investigation conducted revealed irregularities on non-adherence to quality inspection procedures, but not receipt of sub-standard material by Ordnance Factory Chanda. Advice of CVC was obtained in this matter. CVC vide O.M. dated 19 July 2017 advised for ‘Counselling’ to three officials and issuing ‘Recordable Warning’ to 22 officials. CVC also advised for no action against five officials being retired. Vigilance Department, Ordnance Factory Board (OFB) vide their letter dated 15 November 2017 has intimated that as advised by CVC, the ‘Counselling Memo’ and ‘Warning Memo’ have been served to the concerned officials.

Action Taken Note on C&AG Report No. 15 of 2010-2011 was vetted by Audit and furnished to Department of Expenditure, Monitoring Cell, Ministry of Finance on 02 August 2017, after issuing necessary instructions as per Audit remarks to OFB.

This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Dr. Udit Raj in Lok Sabha today.
