Please do read with the context and don't quote something out of context ...

If I might add, he mentioned the serious shortage of spares, which meant that the PAF would not have been able to maintain its defensive posture for too long.
 
Indians are failing to comprehend one very basic fact about Kargil operation. During the conflict Pakistan never mentioned of its regulars fighting on Indian controlled territory rather it was the mujahedeen narrative at that time. One can argue that narrative was week but due to this, PAF couldnt operate over Indian controlled skies as the narrative would have blown up. Air activity cannot be hidden. What justification Pakistan would have given at the time had PAF started to knock IAF jets over Indian controlled territory? Protecting the mujaheddin?

Bottom line is, its nothing to do with super duper IAF or India in general that restricted the use of PAF within Pakistan own airspace. It was Pakistan own narrative which was faulty.
