Real Sikhs are those who follow the true teachings of Sikhism. A Bihari can definitely have the quality of true Khalsa if he/she has managed to defeat the inner 5 Devils - Greed, Anger, Ego, Lust and Personal Attachment. When Guru Gobind Singh Ji created the Khalsa he looked for warriors who have defeated these inner 5 devils.
