non-eu migrants need visa to come to UK, and UK govt gives visa based on certain criteria. There are multiple routes and you got to use appropriate route to apply if you want to come to UK. Each such route has its own criteria. Since 2010 many such routes that were prone to abuse got closed. you can check gov.uk site for details about those criteria. For the purpose of net migration figures you need to exclude tourists but include students..

The government does not even enforce it's own rules and the criteria can be made tighter at the whim of the government.

I personally know of people who have brought people in from outside the EU with fraudulent information, and even when the authorities knew about this, the non-citizens were never deported.

You need to step back and think why the party of big-business will ever want to truly restrict immigration, as it takes it's orders from business who benefit from mass immigration.

lets agree that there are two pressure groups, one is big business who like cheap labour, and other is people who dont want migration. That is not going to change after brexit. And UK govt makes policy decision, they dont do enforcement as such. If they need to reduce migration, they need to stop some of the routes. btw we are not talking about fraud as it is a constant threat no matter how serious policy makers are.. not are we talking about illegals. They will remain constant(or will increase slightly after brexit) Even if enforcement catches you, the courts will allow you to stay, and UK govt has little control over courts.

the only route that big business put pressure on Uk govt to keep open is tier 2. Can they close it? lets see. There is no legal route for non-eu migrant to come to UK to do low paid job... other than being student probably. Majority of fraudulent colleges have been closed already.
