Haven't read the article but the EU did not ban arms sale to Turkey. Too many member states are involved in Turkey's defense architecture. That's why Brussels said that it's up to every single member nation to decide about arms export to Turkey.

The real stakeholders in Syria were Americans,Russians and Syrian Govt. Syria and Russia were fighting against kurds before ISIL so they will get benefit from Turkish actions. And for US, according to Donald Trump they are out of Syria.

The major cooperation are on-going like submarine w/ Germany and amphibious assault ship with Spain. They’re putting sanction on armored, ammunition etc. being used in the current ops.
