They aren't provided high tech employment or high level positions they just filling gaps in their own countries. Eventually those people will have to go, like Saudis' started head taxes a nice way of saying to lower run of people either pay or get out.

It's simple. This rich Arab states already have to pay for their big Sheik families. On top of that they have to pay for many expensive playthings like football clubs in England or France. So as much as they probably would like to help, they can not, because they obviously have other more important obligations already.
