IRAN should talk with Russia and other countries for possible buying of older SRBMs-IRBMs. Allowing them to be used against ISIS. But Syria-Lebanon-IRAQ should join with IRAN in this buying and upgrading with Russian help. I am sure these can game changer with modern conventional warheads.
