Lowering political rhetoric and brinkmanship, a senior leader of the Pakistan Tehreek-e-Insaf (PTI) offered the government to revive a stalled negotiation process by December 6 and his party would reconsider its plans to shut down Faisalabad on Dec 8. The offer came a day after Prime Minister Nawaz Sharif tasked his key cabinet minister, Ishaq Dar, to reengage the PTI in dialogue.


Imran Khan’s party has threatened to paralyse Faisalabad on Dec 8, Karachi on Dec 12, Lahore on Dec 15 and then a nationwide shutdown on the 18th if an independent audit of the 2013 election is not ordered.

“If [Ishaq] Dar sahib, after speaking with the prime minister, assures us [PTI] that the government is ready to resume negotiations by December 6, I will try and persuade my party to call off the protest,” PTI Vice Chairman Shah Mehmood Qureshi said in Express News talk-show ‘Kal Tak’.

In response to Qureshi’s offer, Ishaq Dar, the federal finance minister who had spearheaded talks with the PTI until August 31, said the government would initiate dialogue by Dec 6 or 7 if the PTI deferred its protest. “I’m ready to go an extra mile. And I’ll reach out to the prime minister…,” Dar said in the show.

Earlier in the day, leaders from the two parties expressed their respective viewpoints on the negotiation process that had hit snags over the makeup and scope of a proposed judicial commission that was supposed to investigate PTI’s complaints of massive rigging in the 2013 elections.

Dar told journalists at a news conference that talks should resume from the point where they had collapsed. Seventy per cent of PTI’s demands were futuristic and the government had already started working on those lines, he said, referring to a parliamentary committee on electoral reforms which has been working on a package for overhauling the country’s electoral system that, most parties agree, is rigged with flaws.

PTI lawmaker Asad Umar said that the talks had hit snags over the scope of the proposed judicial commission. He claimed that the two sides had agreed to the constitution of a special investigation team and its makeup. “The government wanted the investigations to focus on whether or not systematic rigging took place, while we insisted that the commission’s hands should not be tied and it should be allowed to look into every aspect of rigging,” Umar said at a news conference where he was flanked by PTI’s information secretary Dr Shireen Mazari. To a question about PTI’s strategy regarding resignations from the National Assembly, Umar said it was for Speaker Sardar Ayaz Sadiq to take a decision because the PTI members were very clear that they have resigned.

Asked about verifying their resignation on the floor of the National Assembly as was done by PTI president Makhdoom Javed Hashmi, Umar said that Hashmi had cut a ‘clandestine deal’ with the government and was given a chance to speak but we would not be given such a favour. “We were not allowed to go to the speaker’s chamber when we all went there for verification [of our resignations],” Dr Mazari added.

Dozens of PTI lawmakers had resigned from federal and provincial legislatures – except for Khyber-Pakhtunkhwa where the party is in power – on August 22. However, the resignations are pending approval as the speaker is calling for individual verification while the PTI insists on en masse verification of their resignations.

Govt’s strategy for talks

The Express Tribune has learnt that Prime Minister Nawaz Sharif, who is currently in London to attend an international conference on Afghanistan, will take input from the heads of all parliamentary parties on Dec 6 or 7 before taking a decision on resuming talks with the PTI. Not only that, he will also set a minimum agenda for talks based on input from all parliamentary leaders, top PML-N leaders said.

Before meeting the heads of all parliamentary parties, the prime minister will confer with senior leaders of his party. According to insiders, most PML-N leaders believe that talks should be resumed only if the PTI chairman ‘announces a ceasefire’ and withdraws his threat to shut down major cities and then the country.

Sources said the PML-N was insisting on the Terms of Reference for the proposed Judicial Commission, but most parliamentary leaders have advised the ruling party against going into legalese, asking it to simply task the commission to probe the allegations of ‘massive rigging’. However, a final decision, sources said, would be taken in the prime minister’s meetings with his aides and heads of all parliamentary parties.

PTI’s agenda of talks

According to well-placed sources in the PTI, Imran Khan has given the agenda of the talks to the negotiating team of his party. Imran, sources said, has asked his party’s negotiators to insist on inclusion of ISI and MI officials in the proposed Judicial Commission and not the Special Investigation Team. The PTI chief believes that the JC’s recommendations would more likely be implemented than SIT’s findings.

He also asked the PTI negotiators that they should insist on an audit of only 35 National Assembly seats, and not the entire elections. Similarly, Imran wants the Judicial Commission to complete the task within six to eight weeks. By insisting on an audit of 35 seats, the PTI believes that if the JC establishes massive rigging in only 20 constituencies, the credibility of the entire elections would become suspect.

So these guys realize the little gatherings of a few thousands won't have much force and that other people won't support shutting down the country. So reading the shinny neon sign on the wall, they "decided" to reduce political rhetoric and called for truce!!!

Could this have happened before so many got killed and hundreds got injured? Before a country lost billions in lost economic activity and damages? Before a parliament lost its sacred place and got attacked by the SAME members who took oath in it?

And the SAME members who decided to violate the entire constitution but YET NEVER resigned from the SAME seats that belonged to the SAME Parliament they attacked??

Shame on these guys for giving the country such bad press, loss of billions and loss of life. Now that the tire is burst, they are trying to "offer" negotiations!!! Losers politics!

Since Hitler's time, this is probably the best / worst campaign built on thin-air and lying!!! And it didn't produce ANY results whatsoever!

Your spelling of "tal1ban" demonstrates your education and undeniably superior intellect. And at least army is trying to atone for its sins. What's IK doing? And please don't compare army with yourselves. Officers and soldiers in their 20s and 30s are laying down there lives so that PTI's changars can do bhangra in Islamabad.
 
What I don't understand about IK is, he has proven to everybody that PML-N, PPP & others are massively corrupt, made their way through massive rigging & so on. So what is the point of negotiating with those who are the enemy of the state (which they are). Everybody knows PPP & PML-N will do whatever possible to save corruption & corrupt system so that they can continue to rob Pakistan & rob Pakistan of her rights.

You see the thing is, the countries who went for bloody revolution for CHANGE, they went head on against few thousands corrupt & never looked back or for negotiation or second way out, they were aware of what would happen & in the end they got the reward. So IK here talks about change & at the same time he expects good from these who have only harmed Pakistan. He needs to make up his mind & check on what he wants, change or negotiations. What if the dialogue's succeeds then what will happen? The poor peoples efforts will go in vain as the corrupt found a way to save the system & survive.

PTI & IK needs to think right.

Define harming Pakistan for us please? Allow me to tell you what harm really means. You should also consult with your religious book to get the definitions of peace and all.
1) Harming a country means stopping the progression of a country that helps a common man. IK's been doing that for months. There have been billions of damages to a poor country like Pakistan.

2) Harming a country means destroying its system, acting like an illiterate, above the law thug than a real leader who cares for his people. IK''s clearly done all of the above, with attacks on the Parliament and getting innocents killed....

3) Harming the country means fostering a culture that grows intolerance, violence, lying and other bad social evil. Clearly, he's been supporting all of it. In fact, the way he talks about violence and threatens others, what example is he creating for the youth? To go attack the ones you can't factually argue or get more votes from? This is dictatorship and it'll produce another generation of extremist minded people. Your country will be in deep sh*t all over again. This time, modern, educated fanatics who are ready to kill when they "THINK" they may not have gotten their way and others won over them.

4) How does IK SAVE a system when he is trying to destabilize it and destroy it week after week?

Either your aren't thinking straight with common sense or you don't follow the logic and common sense. More over, these types of thinker are anti-Pakistani to say the least as all this drama is harming Pakistan and its poor people. Rich are making poor die while they are too busy playing music off the top of a bullet proof container!!

Apart from Elections before Eid, not sending force in Tribal Areas, what else is not applicable?

Depoliticizing Karachi police, Nationalizing the property which is registered at fake names, Converting PM house into Educational Institute, Fair elections. Which one in these is not applicable if a PM is seriously willing to do these?

Besides, take such statements as a political pressure game. Don't take them too seriously.

You talk of sending army in Waziristan as if it's no big deal. Not even Zardari in 90s hurt Pakistan as much as his "naraaz bhai" did. We have no tourism, minimal foreign investment and a negative international image not because of Nawaz Sharif and Zardari, but because of our naraaz bhai, who got so naraaz that they started blowing themselves up in crowded market. A Pakistani's blood is the cheapest in the world because of our naraaz bhai.

Coming back to the topic, these sins are unforgivable – 71 – Kargil -WOT – 50000 Pakistani people dead, it’s about time to hold some generals accountable for incompetency (failures) and corruption – Moreover illegally holding onto power directly and indirectly since 1947, so that won’t happen.

Yes I do know that and have respect for soldiers.

Will IK hold Hamid Gul accountable? Nope. And wow, you're blaming army for the 50,000 dead people? If it wasn't for army, Pakistan would have gone down Iraq's pathway. IK mein tau itni jurat nahi hai ke Taliban ka naam le le TV par.

And there's a difference between a typo and spelling the same word variably in a single para, i.e "khadar", "ghedaar". Shows that you might be suffering from ADD. And personal dig is what you started by doubting my mental capability. I assure you that my knowledge exceeds yours by at least a 100 fold, if not thousand.

Oh and you got your dashes wrong on a number of occasions. Learn the difference between a full stop and a dash. UK ke dou jhande hote weh bhi english naheen ayi.
