The government will create Qaradağ tech park around the current Baku Shipyard.
The technology park will focus on expanding and creating a competitive market for shipbuilding industry, currently Baku Shipyard is the biggest shipyard in the Caspian , with the rapid expansion of sea routes and construction of new Ports in the Caspian , there is a massive demand for new ships. The technology park will also focus in other areas of non-oil sector.

It is worth to mention currently 2nd Phase of Baku Port is U/C.

sorry for the late response , missed your comment

I have no idea regarding the amount of scientific researches released but regarding the number of students sent abroad ,
every year few hundred students that achieve exceptional score on their exams are sent abroad

however with many new universities now expanding to Azerbaijan and our own universities picking up their pace
that number will likely go down , SOCAR for example , picks young talents and provides everything for full education to a guaranteed job.


Azerbaijan, Austria to produce fiber-optic cable

An Austrian company offered to realize a joint project on fiber-optic cable production with Azerbaijan.

The proposal envisages construction of a plant of fiber-optic cable production. Relevant talks are underway between the companies.

The Azerbaijan Communications and High Technologies Ministry said a similar project on construction of fiber-optic cable production has been realized in Austria.

The next stage of project is continued within the principle of “Compliance of realization of the idea”. The Azerbaijani and Austrian companies jointly work on the project.

The two countries have signed relevant memorandum in 2011 on establishment of a joint venture for the production of fiber-optic communication lines with Austria.

The Working Group experts have met several times to specify parameters of the project.

Fiber optic technology is used widely in many surprising spheres and became an essential part of everyday lives of modern people. Optical fiber is used by many telecommunications companies to transmit telephone signals, Internet communication, and cable television signals.

This type of communication has large advantages over copper wire in long-distance and high-demand applications.

Azerbaijan has already started production of the fiber-optic in the country at Sumgayit Technology Park thus reducing its dependence on foreign optical fiber.

The Park launched production of fiber optic cables in the end of 2014. The production of the Park will be making it possible to fully meet domestic demands. The main advantage of local producers is an acceptable price for customers - about 30 percent less than the price of imported foreign analogues.

The demand for fiber optic cables is expected to increase substantially in the country with the implementation of the project for development of broadband Internet in Azerbaijani regions.

The ultimate goal of the project is to provide the country, including remote rural settlements, with high-speed Internet in the range of 30-100 Mbit/s, and to increase the number of broadband Internet users up to 85 percent from the current 70 percent.

First container train from China arrives at Baku int'l trade port

The first container train arrived at Baku International Sea Trade Port from China via the Trans-Caspian international transport route on August 3.

It became possible as a result of the efforts by the Coordination Committee of Trans-Caspian international transport route created in October 2013.

The train consisting of 82 containers and 41 platforms departed from China’s Shihezi city on July 28. It traveled more than 4,000 kilometers, visiting Kazakh port of Aktau as well.

This project is being implemented by Kazakhstan Temyr Zholy, China Railways, Azerbaijan Railways, Azerbaijan Caspian Shipping Company and Baku International Sea Trade Port.

Addressing the event Javid Gurbanov, the head of Azerbaijan Railways CJSC, said that approximately 300,000-400,000 containers will be transported via this route by 2020, and it will bring hundreds of millions of manats of profit to Azerbaijan.

Azerbaijan's Deputy Prime Minister Abid Sharifov, in turn, informed the attendees about the importance of projects such as the Trans-Caspian international transport route, for the region.

"Today's event is distinguished by its importance and is the result of negotiations and works carried out over the past year and a half," Deputy Transport Minister of Azerbaijan, Arif Askerov said in his remarks.

According to him, Azerbaijan pays significant attention to the regional cooperation.

The working group of the Coordination Committee of the Trans-Caspian international transport route held its first meeting in Baku in January 2015, and the parties reached an agreement on the adoption of measures for organizing container service on the China-Kazakhstan-Azerbaijan-Georgia-Turkey route with the use of new railway lines Zhezkazgan-Beineu, the capacity of Kazakhstan's Aktau sea port, as well as the Kars-Akhalkalaki railway line which is under construction through the creation of favorable tariff conditions.

The project envisages the involvement of transit and foreign trade cargos, as well as application of competitive single railway tariffs in order to increase the cargo transportation.

The launch of this route will give significant impetus to the improvement of the transit and export prospects of the member countries and the increase of the international competitiveness of the Trans-Caspian international transport route.

The Trans-Caspian international transport enjoys an opportunity to become attractive and profitable for the consignor from the European countries.

Foreign companies show interest in Sumgayit Chemical Industrial Park

This was noted during recent meetings with representatives from the SYSCON Company headquartered in the United Arab Emirates, as well as the Chinese Chonqging International Association Company last week at the Sumgayit Chemical Industrial Park's office.

During the meeting, Sumgayit Chemical Industrial Park Deputy Director Zaur Mammadov informed the guests about the park's infrastructure and the significant opportunities for investors.

He said that the registration of the park's residents is carried out under the 'single window' system, which provides the entrepreneurs with an opportunity to organize prompt and satisfactory services.

The first construction phase of the Sumgayit Chemical Industrial Park will be completed by late 2015. It is scheduled to accommodate 35-40 enterprises, which will create 10,000 new jobs in the chemical park. The territory of Sumgayit Chemical Industrial Park will be divided into two parts - the administrative and the social and industrial zones.

Azerbaijan is planning to commission some rigs for the production of polypropylene and high-density polyethylene at the park in 2016-2017.

According to the plan, construction and commissioning of the new plants will take between two and two and a half years. Preparations are underway and equipment parts have already been purchased. The production of high-density polyethylene is also underway.

To increase the investment attractiveness of the park, its residents are exempt from income, land, and property taxes for seven years. Also the equipment and technology used in the park is exempt from value added tax.

Greece, Azerbaijan continue negotiations for stake in DESFA

Azerbaijan and Greece discussed the sale of a package of shares of DESFA gas transportation system operator to Azerbaijan’s State Oil Company.

The issue was discussed at a meeting between Greek Minister Panos Skourletis and SOCAR Energy SA Greece director general Anar Mammadov, the Greek Ministry of Reconstruction of Production, Environment and Energy said.

During the meeting, Skurletis stressed the positive attitude of the government in the field of energy cooperation with Azerbaijan.

On the same day, Skurletis met with Ian Bradshaw, the managing director of the Trans Adriatic Pipeline consortium, External Affairs Director Michael Hoffman, and Rikard Scoufias, TAP Country Manager for Greece.

The sides reviewed certain technical issues and agreed to hold a meeting soon to discuss and resolve the remaining issues to intensify actions that would pave the way for the design of TAP in Greece.

DESFA – the Greek natural gas transmission manager – plays a crucial role in the realization of major pipeline projects, including the Trans-Adriatic pipeline, Greece-Bulgaria Interconnector, and the newly proposed Turkish Stream.

Greece’s government is considering selling a 49 percent stake in DESFA to SOCAR, while the Azerbaijan State Oil Company won a tender on the sale of a 66 percent share in DESFA for 400 million euros in December 2013.

The acquisition of DESFA by SOCAR is win-win deal for SOCAR, the Greek economy, and the EU as well. SOCAR was eyeing the sale to advance its presence and activities in the wider region of southeast Europe, and to boost the realization of the TAP project.

From Azerbaijan’s perspective, there is no conflict of interest in the state oil company SOCAR’s acquiring a majority stake in the Greek gas transmission system operator DESFA, Azerbaijan’s Energy Minister Natig Aliyev said earlier.

Currently, the deal is being considered by European Commission’s Directorate-General for Competition, and the procedure will last until late 2015.

In November 2014, the European Commission started an inquiry into the deal’s compliance with EU regulations.

At present, SOCAR is carrying out work to ensure Azerbaijani gas supplies to Europe. Operations are underway for the second stage of development of the Shah Deniz offshore gas and condensate field, and for the expansion of the South Caucasus Pipeline.

Moreover, projects are being developed for construction of the Trans-Anatolian Natural Gas Pipeline and the Trans-Adriatic Pipeline.

TAP, an 870 km long pipeline that is expected to start construction in 2016, will transport natural gas from the giant ‘Shah Deniz 2’ field in Azerbaijan to Europe. TAP’s initial capacity will be 10 billion cubic meters per year, expandable to 20 billion cubic meters per year.

The pipeline will connect with the Trans-Anatolian Pipeline at the Turkish-Greek border at Kipoi, cross Greece, Albania, and the Adriatic Sea, before setting ashore in Southern Italy.

Iran says it is in talks with Azerbaijan on joint gas exports

It might be a "sign that Tehran may have already revived plans to pipe gas to Europe," the agency said, ITAR TASS reports.

ISNA cited Alireza Kameli, the managing director of the National Iranian Gas Company (NIGC), as saying that his company had plunged into talks on that matter with Azerbaijan’s state oil company SOCAR. "Tehran and Baku have conducted negotiations over joint investments in gas export projects," Kameli reportedly said.

Thanks to its enormous gas reserves, Iran could have long been a key gas exporter to Europe, the agency said, adding that the issue was coming to the fore in view prospects of the abandonment of anti-Iranian sanctions as the Iranian nuclear deal had finally been signed.

However, in the current conditions, cooperation with Azerbaijan, according to ISNA, appears the most promising project. During a recent visit to Teheran, Azerbaijan’s Minister of Economy and Industry Shakhin Mustafayev reportedly told Iran’s Oil Minister Bijan Zangeneh that Iran could use Azerbaijan’s infrastructure to pump its oil to world markets.

"Iran can use Azerbaijan’s infrastructure, especially the Baku-Tbilisi-Ceyhan (BTC) pipeline to export its oil," Mustafayev was quoted as saying. He also invited Iran to join the Trans-Anatolian Natural Gas Pipeline (TANAP) project in the future.

The TANAP projected is a 1,850-kilometer pipeline to pump gas from Azerbaijan’s Shah Deniz 2 field in the Caspian Sea to Turkey and further on to Europe. Construction works began in March, 2015 and is expected to be over in 2018.

Biggest Maintenance Center in the Region

The hanger will be used to provide base and heavy maintenance services up to D checks for Boeing, Airbus and ATR aircraft.

Lufthansa Consulting is assisting SWT on the project. SWT provides maintenance services to airlines operating in Azerbaijan, including Azerbaijan Airlines, but due to this expansion, it is currently hiring specialists to boost the scope of maintenance services it can offer.

Azerbaijan,Pakistan to cooperate in nuclear research

Azerbaijan and Pakistan have determined priority areas of cooperation in the sphere of high technologies, the Azerbaijani Communications and High Technologies Ministry reported on August 25.

The issue of cooperation was discussed during a meeting between Communications and High Technologies Minister Ali Abbasov and Chairman of the National Engineering and Scientific Commission of Pakistan Muhammad Irfan Burney.

“Azerbaijan is interested in cooperation with Pakistan in the field of nuclear research,” Abbasov said at the event.

The minister also suggested increasing cooperation with the Pakistani side in high technologies and aerospace.

In turn, the chairman of NESCOM said that he is aware of the activities of the Azerbaijani National Nuclear Research Center, and the Pakistani experience in this area may be useful for the development of nuclear technology in Azerbaijan.

Irfan Burney also proposed considering the possibility of developing cooperation between the two countries in other areas, particularly, in the areas of human resources, software solutions, and cyber security.

Earlier the Ministry said that a feasibility study by the National Center for Nuclear Research on the construction of a research reactor in Azerbaijan has already been prepared and submitted to the International Atomic Energy Agency.

If a number of issues related to the agreement are settled, construction could begin as early as 2016.

A land area of 15 hectares in the Gobu settlement of Absheron district has been allotted for the construction of the research reactor, 20 km away from Baku.

Administrative buildings, a data center, and other infrastructure necessary for research and scientific work will be located on the site as well.

The research reactors do not pose a safety threat as there are over 600 research reactors in the world, 90 percent of which are located at universities and academic parks.

The reactor in Azerbaijan will be equipped with the necessary safeguards in accordance with the norms of International Atomic Energy Agency.

A gamma-radiation complex, intended for sterilization, will also be located on site.

A decree on the establishment of the National Center for Nuclear Research under the Communications and High Technologies Ministry to develop the use of nuclear technology for peaceful purposes was signed by the head of state last May.

Earlier, Azerbaijan and France also discussed the issue of cooperation in nuclear research.

Today, Azerbaijan aims to develop nuclear research in the country and produce nuclear fuel.
