Sir if rate is real no one will buy it as they can buy elsewhere as well

Let me be the devils advocate.

1. My dear friend Brofessor sb (@RiazHaq) says that 50% of Pak economy is hidden.
2. So Pakistani citizens use their "black" money to convert to dollars.
3. They purchase petroleum products and other essentials (smuggled mainly) through these "black" dollars.

So where is the need for the Pak state to keep any kind of reserves? The Pak state may go bankrupt, but the people will do well for themselves.

Part of the purpose of taxation is to suppress consumption of imported goods. Hence, it is desirable that consumption goes down even if tax receipts decrease. Ideally, there is zero consumption for private transport and the imported fuel is used only for public transport.

So they will be left with much higher fiscal deficit ... And with higher interest rate, interest payments will take even bigger portion of lower tax collections.. Kind of vicious cycle..
