3rdly, read the 2nd sentence of the same verse...Yes, it is made of 3 sentences:
And if you fear that you will not deal justly with the orphan girls, then marry those that please you of [other] women, two or three or four. But if you fear that you will not be just, then [marry only] one or those your right hand possesses. That is more suitable that you may not incline [to injustice].
No where does it say you ought to marry 4...You may but if you cant do justice marry ONLY ONE (in fact like an order if you fail to fulfill the condition)...To bed with is not the same as marriage apparently, your understanding of marriage is limited to the bed...Hence, I see your confusion...
