To be honest, I am impressed that Japan manage to find a way to restrict birth rate...or more like indirectly found a way to prevent exploding birthrate through its pop-culture particularly in the anime and video-game sector although at present time, a low-birth rate may be bad but for other countries with exploding birth rate like the Philippines, birth control policy is needed.

1. Incresse the price or ban the use of condoms, birth control devices. No safe sex. Hivs must b protected by rule no. 5.
2. Set abortion illegal. Call aborter nation traitors. Brand those childless old people selfish or lazy or gay. Steriotype them bad name.
3. Revive ancient belief for many children. Make it religous.
4. Make the Cost of house owning low. Cost of living low.
5. Abandon current sex culture. Only wife - husband sex. No Sex before marriage.

I agree, there should be discouragement in the use of birth control and abortion.
