DGMO Level Talks on Hotline for Ceasefire Implementation


The existing Hotline mechanism was initiated by Pakistan’s DGMO at 1800 hours (IST). Both the DGsMO reviewed the prevailing situation along the Line of Control and International Border in J&K. Indian Army DGMO agreed with the proposal to undertake sincere measures to improve the existing situation to ensure peace and avoidance of hardships to the civilians along the borders.

Both the DGsMO agreed to fully implement the Ceasefire Understanding of 2003 in letter and spirit forthwith and to ensure that henceforth, the Ceasefire will not be violated by both sides and dead bodies of the soldiers of both sides will be swapped according to Ceasefire Understanding of 2003. It was also mutually agreed that in case of any issue, restraint will be exercised so that the dead bodies of the Soldiers can be taken back from the no man's land around the Line of Control and International border and the matter will be resolved through utilisation of existing mechanisms of Hotline Contacts and Border Flag Meetings at Local Commanders’ Level.

Interestingly, the Inter-Services Public Relations (ISPR) of Pakistan too issued a similarly worded statement.

The last conversation at the DGMO level was held on April 27. As per existing mechanism, there is a weekly discussion by officials from the Military Operations directorate every Tuesday but the DGMOs speak when one side requests a conversation.

A video showing militants interrogating a special police officer (SPO), who was shot at and critically injured by the ultras in Pulwama district, has gone viral on social media.

SPO Aqib Wagay was shot at in both legs by the militants in Puchal village of the south Kashmir district on Tuesday, leaving him with critical injuries. The video was shot before he was fired upon.

The 1.23 minute-long video shows that he was being questioned by militants for being involved in supply of liquor to villages from Army camp.

Immediately after being shot, Wagay was shifted to a nearby hospital for medical treatment, wherefrom he was referred to 92 Base Hospital here for specialised treatment.

A police official said Wagay is recovering in the hospital but his leg was amputated to save his life. — PTI

Firing from across the International Border in the Pragwal area of Akhnoor sector started in the wee hours

Pakistani rangers resorted to unprovoked and indiscriminate firing along the IB here on Sunday morning, killing two BSF personnel.

The firing from across the International Border (IB) in the Pragwal area of Akhnoor sector started in the wee hours, resulting in critical injuries to two BSF personnel manning a forward post, a senior officer of the border guarding force told PTI.

He said both the personnel, including an Assistant Sub-Inspector, later succumbed to injuries at a hospital while undergoing treatment.

The firing from across the border in violation of the ceasefire agreement prompted a strong and effective retaliation by the BSF, the officer said.

The two military commanders reviewed the prevailing situation along the LoC and the IB in J&K during a conversation over the special hotline.

Following the conversation between Indian DGMO Lt Gen Anil Chauhan and Pakistan’s Maj Gen Sahir Shamshad Mirza, the two armies issued identical statements saying both sides agreed to implement the 15-year-old ceasefire understanding.

The latest deaths in the Pakistani firing raised the casualty figure during ceasefire violations along the IB and the Line of Control (LoC) in the state to 46. The dead includes 20 security personnel.

Last month, thousands of people residing along the IB in Jammu, Kathua and Samba districts had to flee their homes following intense shelling from Pakistan between May 15 and May 23 which left 12 people dead, including two BSF jawans and an infant, and scores of others injured.

After the DGMOs of the two countries spoke to each other, hope rekindled among border residents who had started returning to their homes but the latest incident would trigger fresh concerns among them.

There has been a major flare up in Cease-Fire Violations (CFV) along the LoC this year which has touched a record high. There were 880 CFVs in the first four and half months of this year compared to 850 CFVs for the entire last year.

Within a week after the DGMOs of India and Pakistan agreed to respect the 2003 ceasefire agreement, Pakistan on Sunday resorted to a Border Action Team (BAT) operation on the International Border (IB) and killed two BSF personnel.

This was the first-ever BAT operation on the IB in which a BSF officer and a constable were killed. The incident, which occurred in Pargwal sector of Akhnoor, was followed by heavy shelling and firing by Pakistani Rangers in the nearby Kanachak sector.

Though the BSF said two of its personnel were injured, who later succumbed to their injuries, in unprovoked ceasefire violation by Pakistani Rangers, sources told The Tribune that it was a BAT operation conducted by Pakistan-sponsored terrorists with the help of Rangers and regulars.

“BAT members entered the Indian territory and killed BSF personnel guarding a forward post in Pargwal sector. They managed to return taking advantage of darkness,” said a source.

But the BSF has something else to say. “The Pakistani side resorted to unprovoked firing around 1.15 am by targeting forward duty points at the International Border in the Pargwal area. Assistant Sub-Inspector SN Yadav and Constable VK Pandey sustained injuries. Both were evacuated immediately, but succumbed to their injuries,” the BSF PRO said in a statement.

The BSF retaliated “heavily” to the unprovoked firing.

On May 29, DGMO Lt Gen Anil Chauhan and his Pakistani counterpart Maj Gen Sahir Shamshad Mirza agreed to respect the 2003 ceasefire pact to calm down the situation on the IB and the LoC. This had rekindled hope of return of peace in border areas. But Pakistani Rangers violated the agreement again on Sunday.

“The BSF was adhering to the agreement between the DGMOs, but around 1.15 am on Sunday, the Pakistani side resorted to unprovoked shelling. Our forward duty points were targeted. Border outposts of Pakistan also supported them,” claimed Ram Awtar, IG, BSF, Jammu.

Due to shelling, 14 persons, including two BSF personnel, were injured, who were shifted to Government Medical College, Jammu, for treatment. The injured included Constable Muhammad Zakir, Constable JP Deka (BSF), Sudhakar Singh (50), Vikram Singh (35), Pooja Devi (32), Pala Ram (52), Vishal Kumar (18), Rajinder Singh (50), Bansi Lal (40), Balvinder Singh (22) and Sulakshana Devi (25).

An unidentified body, which was recovered by the police from a nullah on May 26, was buried on the directions of the Deputy Commissioner at Bemina.

The body was recovered near Sector 12, Hamdania Colony, Bemina, and after the completion of all formalities, the body was kept in the mortuary at Police Hospital for identification.

“But no one came forward to identify and claim the body,” a spokesman of the police said. As there was apprehension that the body may get decomposed, permission was sought from the Deputy Commissioner for the burial of the deceased.

“The body was buried in a graveyard in Bemina as per Islamic rites in presence of witnesses,” he said.

Meanwhile, the Srinagar police organised a Police Community Participation Group meeting at the Pantha Chowk police station. “Many issues like lack of public transport and drinking water scarcity were discussed,” the spokesman said.

At least four Army men were injured in a gunfight close to the Line of Control (LoC) in north Kashmir frontier Kupwara district on Thursday, sources said.

The gunfight erupted in Nowgam sector, 120 km northwest of Srinagar, when a group of infiltrators was spotted by the soldiers this morning and it was challenged. The infiltrators opened indiscriminate firing, triggering a gunfight.

“In the first initial gunfight, four soldiers were injured,” the sources said, adding that the operation is under way.

The injured soldiers were shifted to hospital for treatment. .

Additional reinforcement of security forces has been rushed to the area to flush out the militants.

A huge cache of arms and ammunition was found on Thursday during a search operation by the Army near the Line of Control (LoC) in Jammu and Kashmir’s Rajouri district, an official said.

The early morning search operation in the Jhanjar area was launched a day after a soldier was injured on Wednesday when a major infiltration bid by militants was foiled.

“A large forest area has been surrounded. The operation is still on to ensure that no terrorist is hiding in the dense jungle,” a defence source said. IANS

DGMO Level Talks Between India and Pakistan

DGMO level talks at behest of Pakistan DGMO was held on 16 August 18. Pleasantries were exchanged between the DGsMO on the occasion of Independence Day of both countries. Pakistan DGMO expressed satisfaction on the measures being taken along the Line of Control by troops to maintain peace and tranquility. The quantum of cease fire violations has drastically reduced and augers well for the future.

Pakistan DGMO made an assurance that Pakistan Army would take prompt actions against move of inimical elements in proximity to the Line of Control and respond to information shared by the Indian side thereby facilitating conduct of anti-terrorist operations.

Indian DGMO emphatically stated that infiltration attempts by terrorists were a major cause of concern. He also informed the Pakistan DGMO that ‘these activities have increased in the areas North of Pir Panjal Mountain Ranges. Pakistan must institute measures to prevent infiltration from the launch pads located on its side of the Line of Control’.

Indian DGMO assured that the Indian Army will abide by its commitment to uphold the Ceasefire Understanding of 2003 provided Pakistan Army initiates positive steps to control infiltration and abetment of terrorism in J&K.

Srinagar - One Army soldier and a woman were killed in two separate incidents of militant violence on Friday in Kashmir valley, according to the police.

A police official said a brief encounter broke out between militants and the Army at Kralgund area of Kupwara's Handwara early in the morning.

"One soldier suffered critical bullet wounds in the firing. He later succumbed to his injuries in the hospital," said the police.

The Army’s 32 Rashtriya Rifles was a part of a cordon-and-search-operation at Kachlu village when the gunfight broke out.

In north Kashmir's Bandipora, militants managed to escape from a cordon operation immediately after a contact was established on Friday morning in a village. The operation was called off in a Hajin village later, said the police.

In a separate incident, the police said suspected militants shot dead a 38-year-old woman at Pulwama's Drabgam area.

The victim, identified as Shameema, wife of Ali Mohd Bhat, was near his parental home at Drabgam village on Friday afternoon when she was fired upon by unknown gunmen.

The police said a preliminary investigations suggested that militants shot the woman.

Three militants were killed on Saturday evening as the Army foiled a major infiltration bid in north Kashmir's Kupwara.

"Three militants killed by Army while infiltrating in Tangdhar Sector of Kupwara today," Director General of Police (DGP) S.P. Vaid. An official said a group of militants were challenged when they made an attempt to cross the LoC near Tanghdar.

The gunfight between the infiltrators and the Army continued till late Saturday evening.

Senior Superintendent of police (SSP), Kupwara, Shriram Ambarkar Dinkar said the exchange of fire stopped late Saturday evening. “Searches were going on in the area,” he said.

Kupwara witnessed a series of attempts to push militants into this side of Kashmir since August 13.

Landmine blast
In a separate incident, an army man was killed in a landmine explosion close to the Line of Control (LoC) in Kupwara on Saturday evening.

The deceased, identified as rifleman Dalbir Singh (27), was on a routine patrol duty at Gulab Post when the explosion took off.

Sources said a jawan of Army's 57 RR was critically hurt in the incident at the Gulab post near Lasdat in Kupwara around 6.30 pm.

“The soldier was taken to hospital where he succumbed,” the sources said.

Four infiltrators were killed by the army since Saturday evening in two separate incidents in Tangdhar and Nowgam sectors of the Line of Control (LoC) in Jammu and Kashmir’s Kupwara district.


Officials said that militants were attempting to sneak into the Valley when they were intercepted by army patrols.

Three infiltrators were killed near the LoC in Tangdhar sector on Saturday while there was also a firing exchange between Indian and Pakistani soldiers.

“Three terrorists killed by Army while infiltrating in Tangdhar sector of Kupwara today,” Director General of Police SP Vaid tweeted.

Army also confirmed killing of three militants and said operation is still under progress.

In the other incident, an infiltrator was killed near Kasturi nullah in Nowgam sector on Sunday, said an army spokesman, adding the operation is still underway.

Last week, four soldiers were injured in Nowgam sector in an exchange with militants near the LoC.

On Saturday, police said that few mortar shells were fired by Pakistani forces into Thajal-Chranda area of Uri near the LoC.

While no casualties were reported, “one shell hit the washroom belonging to Mohammad Hussain causing some damage” to it, said a police official.

At least three unidentified militants were killed in a gunfight in the Tangdhar sector in north Kashmir’s frontier district of Kupwara when they were trying to infiltrate into the Valley, defence officials said.

The gunfight erupted on Saturday evening at Balthdiayan, Tangdhar, over 180 km from Srinagar, when the Army noticed suspected movement close to the Line of Control (LoC).

“When challenged militants opened fire, triggering a brief gunfight. During the search operations, three bodies of the militants were recovered,” Srinagar-based defence spokesman Col Rajesh Kalia said.

The combing operation in the dense forest area is still underway.

Police sources said two or three militants who were part the group may have returned after the incident.

The Tangdhar sector has been witnessing frequent ceasefire violations since August 13. However, the Saturday evening gunfight was in a different area in the Karnah region.

For the fourth consecutive night on Friday, Pakistan violated ceasefire and resorted to shelling in the Tangdhar sector that left two people injured, officials said.

Tensions started mounting in the Tangdhar sector after an Army man was killed along the LoC on August 13 allegedly in a Pakistani sniper fire. The Army had, however, maintained that the soldier was killed while foiling an infiltration bid. A day later, the Army had claimed it killed two Pakistani soldiers in “retaliatory action”.

The cross-border shelling started at 9 pm on Friday and the exchange of fire continued till 4 am.

“Pakistan violated the ceasefire again on Friday night and the two sides exchanged heavy and small arms,” Senior Superintendent of Police, Kupwara, Ambarkar Shriram Dinkar said. “Two civilians received minor injuries at Gabra during the shelling,” he added.

The continuous exchange of fire during the past four nights has spread panic among the residents in at least a dozen villages. The villages worst hit by the shelling include Hajitra, Dhanna, Gabra and Forward Sudpura.

Locals said rooftops of many houses and crops had been damaged in the shelling.

“During night, we get really scared,” a resident from Tangdhar said over phone. “For the past four nights, heavy exchange of fire and shelling begins around 9 pm and intermittent exchange of fire continues till morning. Our day-to-day life has been disrupted since the resumption of cross-border shelling,” he said.

Defence officials said the exchange fire was frequent in the recent past and was initiated by the Pakistan army “to provide cover for infiltrating militants by pinning down Indian posts”.

Meanwhile, a massive combing operation is underway near the LoC in the Gurez sector of Bandipora district.

Police sources said on Friday night, some shots were heard from the forest area near the LoC.

Truce violated in Uri
Pakistan violated ceasefire in the Uri sector of Baramulla district on Saturday. The police said some mortar shells were fired by the Pakistan army into the Thajal-Churanda area of Uri. "A shell hit the washroom near the house of one Mohammad Hussain at Thajal, causing some damage to it," a police officer said. There was no report of any casualty in the cross-border shelling

MLC's guard attacked Militants attacked a residential guard of MLC Showkat Hussain Ganie at Chitragam, Shopian, in south Kashmir. Security sources said the police guards retaliated and compelled the attackers to retreat. A policeman was also injured in a stone-throwing incident in south Kashmir's Pulwama district

Militant killed as Army foils infiltration bid along LoC in Baramulla

An unidentified militant was killed on Sunday as the Army foiled an infiltration bid along the Line of Control (LoC) in Baramulla district of Jammu and Kashmir.

“An infiltration bid has been foiled along the LoC in Kasturi Naar in Baramulla,” Srinagar-based defence spokesperson Col Rajesh Kalia said.

He said one militant has been killed in the gunfight.

The operation is in progress, he said.

The armies of India and Pakistan on Wednesday exchanged sweets on the occasion of the Id-ul-Azha along Line of Control (LoC) in Poonch district of Jammu and Kashmir.

“Indian and Pakistan army exchanged sweets on the occasion of Eid-al-Adha today at Chakan Da Bagh Crossing point along the LoC in Poonch,” a defence spokesman said.

He said the sweet exchange was proposed by Pakistan Army on hotline in the morning on Wednesday.

Compliments were exchanged in an atmosphere of bonhomie and festivity, he said.

The sweets exchange is a gesture appreciated by both countries and is expected to go a long way in promoting peace, harmony and compassion in the true spirit of the festival, the spokesman said.

Jammu and Kashmir police busted three hideouts of militants on Saturday, seized weapons and arrested four militant sympathisers in south Kashmir where three policemen and a political worker were killed on Eid.

Police officials said that they seized incriminating material along with arms and ammunition after finding three hideouts in the region’s Pulwama district.

One hideout was in a house in Rajpora Litter.


A key over-ground worker (OGW), a police term for a militant helper was arrested from the house at Rajpor, a police spokesman said. An improvised explosive device (IED) was also seized from the hideout.

Two other hideouts were busted in Khallen and Tahab villages of Pulwama.

“From these hideouts, an AK magazine, one Insas magazine and a under barrel grenade launcher (UBGL) was recovered. Three accused persons who were working for outlawed terror outfit HM group were arrested,” the spokesman said.

Three policemen, including two from Pulwama, were killed by gunmen in separate incidents across south Kashmir on Wednesday on Eid. Police blamed the militants for the killings.

A Bharatiya Janata Party (BJP) worker was kidnapped by suspected militants on Tuesday and his bullet riddled body was found in the early hours of Wednesday in Pulwama.

On Thursday, police said militants shot dead a forest department official in Kunzer area of Tangmarg in north Kashmir’s Baramulla district.

On Friday, In response, security forces killed a foreign militant in a gunfight in south Kashmir’s Anantnag district.

The escalation in violence coincided with the change of governor in the state. Satya Pal Malik was sworn-in as the 13th governor of Jammu and Kashmir on Thursday replacing NN Vohra, who held the post since 2008. The state has been under governor’s rule since June 20 after BJP pulled out of coalition government with PDP.

Hours after posing with guns on the Instagram and the Facebook, four fresh recruits planning to exfiltrate into Pakistan Occupied Kashmir (Azad Kashmir) for arms training were held from frontier district of Kupwara on Sunday.

"The four newly-recruited militants were arrested amid a brief gunfight in upper reaches of Kalaroos in frontier Kupwara district on Sunday morning. They were attempting to exfiltrate across the Line of Control (LoC)," said Armys spokesman Col. Rajesh Kalia.

The pictures of four youth — Umar Bashir Sheikh (23) from Chotipora in Handwara, Danish Khazer Sheikh (22), Waseem Ahmad Khan (23) of Chotipora, Handwara and Tahir Habib Bhat of Khuru — went viral on Saturday. The youth posed with weapons in the pictures uploaded on the social media platforms like Instagram and Facebook. Of late, it has become a trend that youth pose with guns to announce their joining the militant ranks in Kashmir.

The Army said they were arrested after a brief gunfight in a forest range of Kalaroos. "Extreme restraint was exercised and opportunity given to the militants to surrender. Four recruited militants surrendered. However, three militants fled from the spot under the cover of fire," said the Army.

The Army said militant outfit Al-Badr was behind the exfiltration plot. "A search operation is under'way to trace the fleeing militants," the Army said.

Sources said the police launched a major hunt immediately after the youth's pictures went viral online. The dense forest of Nag Dagi of Kalaroos was put under siege on Saturday night "after the inputs about the presence of four Handwara youths". The operation continued till Sunday morning till the four were held.

Initial reports suggest one of the four recruits was an MBA student and another had completed Diploma in Operation Theatre (OT).

Facing stepped-up attacks and abductions of its men by militants, the J&K police have revised its advisory for the personnel, and warned them against staying home for more than two hours in “highly sensitive” districts of south Kashmir.

The fresh advisory comes three days after militants abducted and shot dead three personnel, including an inspector, and released another with a bullet injury in the arm in Pulwama, Kulgam and Shopian districts.

The three districts in south Kashmir have been categorised as “highly sensitive” for local policemen. Awantipora and Anantnag were termed “sensitive”.

Police data suggest that 17 policemen died in militant attacks in the first six months of 2018. August witnessed four more such killings, pushing the number to 21. One policeman offered to resign in public after militants abducted him in Tral.

According to fresh directives issued to J&K police personnel, policemen have been asked to avoid visiting home on Id “without taking prior permission” and “intimating the local police stations”. It is mandatory for policemen to alert the local police stations during their “discreet arrivals” in their hometown.

Commenting on the recent spate of killings ahead of Id, Director-General of Police S.P. Vaid said, “Unfortunately, some policemen go [home] without caring for their life.”

The DGP visited the family of the deceased inspector Mohammad Ashraf at Laruv, Pulwama. “Entire police are with them and will take care of them. All possible help will be offered to the next of kin of the martyr,” he said.

Meanwhile, a special police officer on Saturday went missing along with an AK-47.

A Special Police Officer (SPO) went missing along with an AK-47 rifle of his colleague and some magazines from Shopian district of South Kashmir on Saturday morning, even as a soldier was killed in a mine blast in Kupwara.

Sources said SPO Showkat Ahmad Sheikh, posted at Shopian police station, had in all likelihood joined militant ranks. Shopian SSP Sandeep Chaudhry said facts were being ascertained.

In neighbouring Pulwama district, at least three hideouts were busted by security forces in Rajpora, Khallen and Tahab villages and a militant over-ground worker (OGW) detained. “AK-47 magazines, IED material and other incriminating stuff was recovered,” a police official said.

In a separate incident, a soldier was killed in a mine blast along the Line of Control in north Kashmir’s frontier Kupwara district. The blast took place at 10 pm on Friday when an Army team was on routine patrol in Keran sector.

“A soldier of 3 Jammu and Kashmir Rifles got injured in a mine blast and he was shifted to hospital where he succumbed to his injuries,” a security official said. The slain soldier was identified as Nihal Gorang. — TNS

A militant was on Thursday killed in an encounter with security forces in Hajin area of Bandipora district of Jammu and Kashmir, the police said.

Security forces launched a cordon and search operation in the area following information about the presence of militants there, a police official said.

The search operation turned into an encounter after militants opened fire at the security forces, the official said, adding that the operation was still on.

Three militants and an army soldier were killed in an encounter in the forests of Bandipore in north Kashmir.

The Army had launched an operation in the forests of Chandji around seven kilometres from Bandipore town on Thursday.

On Friday, two soldiers were injured in the operation and one of the soldier succumbed to his injuries.

Army spokesman Colonel Rajesh Kalia confirmed the killing of three militants in the operation and added that the operation was still on.

The area where the operation is underway is located between Bandipore and Gurez and is covered by dense forests. The militants have been using these as a transit point.

This is the third operation launched by the forces in the forests of Chandaji in the past two months.
