US defence secretary Leon Panetta counts India as a challenge yet again

Jan 6, 2012, 12.20PM IST PTI

WASHINGTON: For the second time in less than two months, US defence secretary Leon Panetta has said that the country is facing challenges from rising powers like China and India in Asia in 21st century. "We have got the challenges of dealing with rising powers in Asia. We have got the challenge of, you know, dealing with countries like Russia, rising countries like India and others," Panetta told PBS News Hour in an interview. "All of that represents the kind of challenges that we are going to have to deal with in this world of the 21st century," Panetta said.

A transcript of the interview, taken on
Thursday, was provided by PBS News Hour. Panetta's remarks came within hours of the Pentagon releasing its defense strategic review which said that the US is investing in long-term strategic partnership with India.

The strategy document unveiled by the US President Barack Obama identified China as one of the major security threat to the US in the long term and puts Asia on a bigger priority. "The United States is investing in a long - term strategic partnership with India to support its ability to serve as a regional economic anchor and provider of security in the broader Indian Ocean region," said the strategy document.

Earlier in the day at a Pentagon news conference, Panetta had said that the US faces challenges from rising powers in Asia, but had not named any country. "We're facing challenges from rising
powers in Asia. And we're facing a
situation in the Middle East that continues to be in turmoil.''
"So, what we've got to do is to be able to have a flexible, adaptable, agile force that can deal with a myriad of challenges in today's world.''
"That's what we've got to be able to develop," he told the PBS in his interview.
This is for the second time in recent
months that Panetta has identified India as a challenge among rising powers in Asia.

"We face the threats from rising powers-- China, India, others -- that we have to always be aware of and try to make sure that we always have sufficient force protection out there in the Pacific to make sure they know we're never going anywhere," Panetta had said on
November 17.

However, Panetta's spokesman George
Little had said that the defence secretary strongly values a close relationship with India and sees it as a nation of increasing prominence and power. "The secretary strongly values a close military relationship with India, which he sees as a nation of increasing prominence and power. He doesn't view India as a threat," Little had said.
"The United States and India work together on a regular basis to find ways of cooperating around common security
interests. We're committed to pursuing
even stronger cooperation in the future,"he had pointed out.

In his PBS interview, Panetta said that the US wants to build relationship with China. "Well, the United States is a Pacific power. And we have always had a
presence in the Pacific. China is a Pacific
power as well. And we recognize that.
And, frankly, my view is that we need to
continue to work with China, continue to build a relationship with China, because
they are a power, because our economy --our economies are related, because there are other relationships that we have in that area," Panetta had said.

So Panetta knows China is too powerful to be contained. The only solution now is to cooperate with China to contain india. Soon india will be an even more populous country than China (if not already)!

I haven't read the article fully, but I don't think that's the point. India is the second strongest nation in Asia-Pacific. To be an unrivaled power in this region, the US needs to keep all rising powers in check, starting with China.

Can China alone tackle the US threat? How about pacifying India and developing a better relation with them by cutting down on military cooperation with Pakistan? China+India can definitely be the most militarily powerful bloc on earth in the future.

Americans don't know who is a friend nor whose an enemy. Don't know whether they are coming or going, dysfunctional liars I would say. That's why their empire is on the demise

That my friend is what dreams are made of if we Asians could just all recognise that??

Yes agree with you - only problem is India just love the association with the USA - they dont care if they are treated like 2nd class when it comes to dealings with the US. They just love the thought of Amreeeka and India! If only they could see beyond thier ego and backed the right horse and patch their differences with of couse China!

^^^ china's being the bad cog in a possible truce and friendly relationship. but u guys are right this is a dream and we are too dumb to not even try it to some extent.

They worry China will beat them up and hope Americans will help save them??

Its a bit rich coming from you guys eh, given the history of Pakistan-America relationship. If allying with America is in India's interest we will do so. India has territorial disputes with China, so it will always be hostile towards India.

There is an obvious difference of strategy between US defence and US Policymakers..the US policymakers are awashed with half naked bollywood dancing where as the US defence sector is more in touch with practicality!

Dude.. Look over the events of last decade and decide who threw their lot with the USA despite being treated as second class, despite being called all sorts of names and despite being attacked (though that I believe was an honest mistake).

India's transactions with USA have been purely business in nature.. Unlike Pakistan's over last decade which are more representative of a vassal state..

Well what I find intresting is that while the White House wants to be friends with India Pentagon prefers China and Pakistan.
Why India-
1> India has a clean n clear image all around the globe. India's rise as a regional/global power is accepted and welcomed all over the globe unlike that of China's which raises many eyebrows.

2> White House has been ditched many times by the Pakistan Government and especialy the ISI (Recent case of Osama Bin Laden in Abbottabad).

3> Billions of dollars have pushed down the pipeline to create a stablized ****** region and thousands of Americans have lost their lives all these years--Result:-Failure.

4> Pakistan is proving to be liablity over US which itself is facing worst economic crisis at present.

5> US needs a more reliable strategic alliance in the region which would ensure that Afganistan is stablized.

6> US needs to contain China which would be impossible to do with Pak as the partner.

7> US needs India's growing economic might to emerge out of its slowdown.

8> White House wants to assure its taxpayers that their money will not be wasted as before.

Why not India-
1> US generals are doubtful of India. They know India would not support US in any Iraq like situation.

2> Shift to India as friend would be a acceptance that the US Military Leadership had wrongly supported Pak since 47. It would be a virtual defeat and shame for Pentagon's intelligence.

4> US always want an alliance of a Boss(US) and Employes(alliance states). India's attitude is to acheive no less than 50-50 partnership. Rather make it 40-60.

5> India aims to be a global power which ultimately depriciates US postion... US generals do no like this.

6> India has clear goals. It wants peace but doesn't want to be bullied. It wants to be friends with China but on its own terms. If India succeeds in being friends with China which is on track; US would not be able to contain the Indo-China alliance. Thats a major concern for Pentagon.

Why Pakistan-
1> Pentagon believes that it can bully Pak govt and ISI more than ever before to achieve its goals.

2> US want an Islamic Nation to be its partner to contain the middle-east.

Why/Why not China-
1> By making China as its strategic-partner US gets many of its problem solved. North Korea would be solved, Pakistan would not be able to decieve and even India's aim to be a global power would suffer a huge blow.

2> But China is not ready to be allied with US. It aims are doubtful and so it is posed as a direct threat to US and world.

3> US is trying to read China and try to figure out an offer China can't reject.

4> However China is believed to be trying to be the one and only power in the world. That if ture is to be and can only be addressed with a friendly India.

So, diffrences b/w White House and Pentagon may continue to come out now n then.

^^^^ damn you are good, so whats the conclusion, whom does US really want to ally with?

Not at all Americans managed to bribe and or bully our corrupt leaders. There has never been doubt about Pakistan. you wanting to ally with Americans is a matter for you

Aryan which part of a non aligned India policy don't you seem to understand?

Dont mistake a few of our leaders being bribed or bullied into following American diktat into thinking the majority of Pakistanis wanting an alliance with American
