Dhaka to pay premium for assured cotton supply - India

NEW DELHI: New Delhi and Dhaka will soon ink a long-term supply contract wherein India will supply an assured quantity of cotton to Bangladesh, but prices will be higher than that in the international market.

Officials from the two countries are expected to meet soon to decide on the quantity and the marked up price. Bangladesh wants assured supply of at least 15 lakh bales (170 kg each) every year, but India is yet to decide how much it could comfortably part with. "Since the government would be taking on a commitment to supply a fixed quantity of cotton every year, it has to get something more than the prevailing prices in the global market. The two sides will decide on a fair mark-up percentage which will depend on the quantity that Indian commits," the official added.

India also agreed to import a number of textile items from Bangladesh duty-free and quota-free last year as part of its geo-political strategy to strengthen its position in South Asia by demonstrating increased generosity towards poorer countries. A high-level team from Bangladesh, led by commerce secretary Ghulam Hussain, that visited New Delhi end-March, had extensive discussions with the Indian commerce department on the country's cotton export policy.

Bangladesh expressed its unhappiness at the frequent changes in India's export policy as it kept its textile industry, which depended on India for cheap and good quality cotton, on tenterhooks. It criticized India's ban on fresh registration for cotton exports, which has since been lifted, and argued that bans led to uncertainty in the global market. Both sides agreed that a contract should be signed between the two countries promising a minimum annual supply of cotton to Bangladesh that would be carried out by the government irrespective of what the prevailing policy is at any point of time.

"India, however, stressed that the government-to-government deal would be strictly on a commercial basis and Bangladesh has to pay a premium for the assured supply," the official said.


While India has recently re-started fresh registration of cotton for exports after it placed a ban on March 5 fearing a shortage in the domestic market, the situation would be reviewed by the government again in three weeks.

Agree, why would India accept a fixed price when the price of cotton rises year by year.

Don't try taking India for a free ride. Though Bangladesh may have the last laugh, if cotton rises above the agreed price set.

Yeah, the future contract will reduce risk of losing too much to price fluctuation(for both sides). Also it will ensure long term suppy to bangladesh.

If the cotton price does go over the contracted price, India will find a way to add fees ( out of the blue) to the locked price.

After that, FM Dipu Moni will travel to India 10 more times to bring back more assurances !!!

Bangladeshi buyers would at least hope india will these hefty premium and do something for welfare of indian farmers. But it is for sure india will use good portion of this money or indian govt revenue in anti Bangladesh activity like water terrorism by damming river, buying bullets for BSF so they kill more Bangladeshis.

To be frank i am not able to understand the policy of our Govt....i mean come on yaar instead of promoting Value added product in the country which will more create jobs....they are ready to export raw material to Bangladesh,China or Pakistan....

It's an issue of control if you ask me.

Bangladeshi buyers would at least hope india will these hefty premium and do something for welfare of indian farmers. GoI does not compartmentalize revenues and use it on specific sectors. It all goes to one pool and used for overall expenditure.
So some of it may go to farm subsidy, road repair as well as BSF bullets, unfortunately.

Bangladeshis who really care for Indian farmers can donate to prime minister's relief fund which is routinely used during disaster.

Because we produce more cotton than we can use?
or you can say we are lagging behind in this sector......China is the largest producer of cotton balls but still it import cotton balls why because they have a industry which can digest it....

1. We should see this as another covert move to ruin our textiles/RMG sector. India had done that first time when an unsuspecting Gen Zia had accepted an Indian EXIM Bank credit line not realizing they were going to destroy our textile industry with import of third class Indian "lakkar jhakkar" textile machinery.

2. This agreement, if inked, will give a leverage to India to dictate terms at will in this sector and elsewhere. Say there is a price rise in the international market. India has a million excuses up its sleeves to drag feet.

3. When an agreement is made it is made with a sincere friend. His track record of keeping commitments is evaluated. India is an insincere party whose leaders have routinely lied to us.
