The HGV doesn't need to put on the DF-41, since a DF-21 is enough to send it to fly over 12000km.

HGV should increase the maneuverability and the accuracy as well. Not to mention the psychological impact on any adversary.

R36 is silo icbm not road mobile icbm.
the oldst DF 5 can also reach 15000km，but useless in wartime

silo ICBM will be the first target in nuclear war， most of them will be destroyed by stealth bomber like B2 before lauch.
actually even road mobile icbm is not safe enough against stealth bomber

DF-41 will be solid propulsion while R-36 is liquid propulsion but given Russia sharing both Asia and Europe continent. Developing such long range ICBM deem not neccessary.
