Vietnam is a tentative maybe, Taiwan not really. Taiwan is within range of rocket artillery and they really don't have anything that is worth an ballistic missile. The same applies to New Delhi, though India itself is big enough to warrant a weapon with this kind of range. Ha Noi is barely within range of rocket artillery, but Vietnam itself is big (at least long enough) enough. Other possible targets are the Korean Peninsula and Japan. Considering the relationship between South Korea and China, as well as the fact that the pressure in the peninsula is mainly exerted by North and South Korea, I would say it is not likely. Part of Japan IS in range, but Japan itself really doesn't have a lot of high value military target either.
