Punjab develops tool kit to tackle gender inequality

LAHORE: The Punjab government is determined to ensure equal opportunities for women in the workplace in line with global best practices, said Punjab Minister for Labour and Human Resources Raja Ashfaq Sarwar. Towards this end it has developed a tool kit for its inspectors to carry out work and gender responsive labour inspection that has won the UN Public Service Award.

Gender Unit Punjab stood first in the category of Gender Responsive Public Service Delivery among 2,000 global participants, he said. The award was conferred in Manama Bahrain by UN officials in June.

“Decent work is productive work performed in conditions of freedom, equity, security and human dignity to which women and men have equal access on equal terms,” he explained. “During the development of this inspection kit, it was found that women routinely face discrimination at work here.”

An extensive exercise undertaken by the Punjab government revealed that women workers are particularly disadvantaged due to outdated workforce structures, workplace arrangements and attitudes. He said health policies for working women need to take into account their roles as housewives, mothers and workers. Women qualify for certain benefits during pregnancy, particularly if their job involves exposure to hazardous chemicals, he added.

Punjab Secretary Labor Capt (Retd) Muhammad Yusuf said that the concept of gender mainstreaming is being institutionalised. In the informal economy, the contributions of women workers are invisible as the economy is not documented and because much of their productive work is not remunerated.

Pakistan plans huge desert solar park to fight energy crisis

698070-image-1397994093-578-640x480.jpg

BADAIWANI WALA: For years Pakistanis have sweated and cursed through summer power cuts, but now the government plans to harness the sun’s ferocious heat to help tackle the country’s chronic energy crisis.

In a corner of the Cholistan desert in Punjab, power transmission lines, water pipes and a pristine new road cross 10,000 acres of parched, sandy land.

The provincial government has spent $5 million to put in place the infrastructure as it seeks to transform the desolate area into one of the world’s largest solar power parks, capable one day of generating up to 1,000 megawatts of electricity.

The desert park in Bahawalpur district is the latest scheme to tackle the rolling blackouts which have inflicted misery on people and strangled economic growth.

Temperatures can reach 50 degrees Celsius in the country’s centre in June and July, sending demand for electricity soaring and leaving a shortfall of around 4,000 MW.

“In phase one, a pilot project producing 100 MW of electricity will hopefully be completed by the end of this year,” Imran Sikandar Baluch, head of the Bahawalpur district administration, told AFP.

“After completion of the first 100 MW project, the government will invite investors to invest here for the 1,000 megawatts.”

Engineers and labourers are working in the desert under the scorching sun to complete the boundary wall, with authorities keen to begin generating solar electricity by November.

“If you come here after one and a half years, you will see a river of (solar) panels, residential buildings and offices — it will be a new world,” said site engineer Muhammad Sajid, gesturing to the desert.

Besides solar, Pakistan is also trying to tap its unexploited coal reserves — which lie in another area of the same desert, in Sindh.

In January Prime Minister Nawaz Sharif inaugurated construction on a $1.6 billion coal plant in the town of Thar.

Work has also begun on a pilot 660 megawatt coal-fired plant in Gadani, a small town on the Arabian Sea. Another 600 megawatt coal plant has also been given the go-ahead in the southern city of Jamshoro.

But while coal may offer a short-term fix to the energy crisis, authorities are keen to move to cleaner electricity in the long run.

“We need energy badly and we need clean energy, this is a sustainable solution for years to come,” said Baluch.

“Pakistan is a place where you have a lot of solar potential. In Bahawalpur, with very little rain and a lot of sunshine, it makes the project feasible and more economical,” he said.

Baluch believes that the new solar park will make Pakistan a leader in that energy in the region.

698070-image-1397993973-901-640x480.jpg

The initial pilot project is a government scheme but private investors are also taking an interest.

Raja Waqar of Islamabad-based Safe Solar Power is among them. His company plans to invest $10 million to build a 10 MW project in the new park.

“The government has allotted us land over here. Infrastructure — the transmission line and road are available here, that is why we are investing,” Waqar told AFP.

A million dollars per MW is a sizeable investment but Waqar said the company expected to reap returns on it over at least the next decade — and others were keen to get on board.

“There are up to 20 companies who are investing in this park and their projects are in the pipeline,” he said.

“Some of them are working on 50 MW, some on 10 and others on 20.”

But not everyone is so upbeat about the project.

Arshad Abbasi, an energy expert at Islamabad’s Sustainable Development Policy Institute (SDPI), said the cost of generating solar power from this project may be uneconomical for the government.

He also warned that buying in solar equipment from abroad made little economic sense.

“Had the government decided to establish more hydro or thermal plants in the country it would have generated more employment, business and construction opportunities,” he said.

And farmers in the area who scrape a living herding cattle on the unforgiving land are worried about their future.

“We don’t know if this energy park is good, the power will come or not, we only want the government to spare our area and allow us to continue living here with our cattle,” said Malik Jalal, a local villager.

Shahbaz Sharif visits to hospital constructed by Turkey in Muzaffargarh

CM-Punjab-13-4-14.jpg

Lahore: Punjab Chief Minister Muhammad Shahbaz Sharif has said that politics is the name of service to humanity but unfortunately its meanings in Pakistan have been changed. That is why, poor people of the country are facing problems, he added. He said that VIP facilities are available to the elite in the hospitals whereas common man is deprived of treatment. He said that Pakistan Muslim League-N government will change this dual system.

He said this while talking to media-men and addressing a high level meeting after visit to modern hospital constructed by Turkey in Muzaffargarh, today. The Chief Minister also announced to name after the hospital to Turkish Prime Minister Rajib Tayyip Erdogan on the occasion.

Muhammad Shahbaz Sharif said that state-of-the-art hospital is a gift for Pakistan by the people and government of Turkey which is equipped with latest medical facilities and equipments. He said that the machinery and the facilities provided in this hospital are not available in any hospital of Karachi and Lahore. Shahbaz Sharif said that he is pleased to see such a modern hospital in a backward district of South Punjab where Turkey has used the hard earned money of its people with sincerity for providing facilities to the Pakistani people. He lamented that trillions of rupees were spent on tehsil, district and big hospitals for the last 67 years but desired results were not achieved and people are still deprived of treatment facilities. He said that the machinery of the hospitals, constructed with foreign aid have become rusty due to improper look after but best treatment facilities have been provided in the hospital set up with the cooperation of Turkey.

Referring to DHQ Hospital Lodhran, the Chief Minister said that funds were provided for installing modern machinery in the hospital during his previous tenure but after a few months ago when he went to inaugurate this hospital, the machinery covered with clothes was rusty.

A team of Health Department was sent for investigation, which, to cover up this theft, reported that only one machine was old.

Shahbaz Sharif made it clear that the investigation team covering the theft and those committed dacoity on the right of the people through corruption in Lodhran hospital will be awarded deterrent punishment so that no one should dare to plunder the national resources in future. He said that he is happy to see this hospital equipped with best machinery and facilities but at the same time he feels that this is a trust with us from the people and government of Turkey. He said that if we do not take care of this trust, we will be answerable before Almighty Allah on the Day of Judgment. He said that it is our duty to run this hospital with the spirit of service to ailing humanity. He said that this hospital will be run under a Trust and he himself will be the chairman of its Board of Governors.

Shahbaz Sharif said that Dr. Abdul Bari has been given the responsibility of running this hospital who is already providing free treatment facilities to the people at a 150 bed hospital in Karachi. He said that Tayyip Erdogan Hospital will be the first model hospital of Punjab. He made a commitment with the people of South Punjab that all those facilities will be provided to them in this hospital free of cost which are available to elite in big hospitals. He said that a network of such trust hospitals will be laid throughout Punjab. He said that facilities will be provided to the poor people free of cost in Tayyip Erdogan Hospital at par with Agha Khan Hospital Karachi and Shaukat Khanum Hospital Lahore. He said that this hospital will start functioning completely by June 21 where no one will be allowed to do politics but standard of service will be maintained. He said that Punjab government will give annual grant to the hospital. He appealed to the philanthropists to play their due role for running this hospital.
