Swift war theory is common to many countries. It is actually more applicable among nuclear powered countries, so as to avoid crossing the threshold.

What "swift wars" does India think it will be fighting in the near future?

When Pakistan or China upgrade their military capabilities, is it 'war mongering' or are they preparing to fight a war in the 'near future'?

Not sure how anybody infers this as war-mongering. Ever-practical Modi is only stating the obvious reality of present day conflicts. Doesn't mean he wants to initiate one just for the thrill of it.

I'm sure you are aware that Pakistan's policy for such an event (Cold Start) is nuclear escalation with Nasr tactical nuclear weapons. And India's policy in the event of tactical nuclear weapons being used on their forces, is massive nuclear retaliation, i.e. total nuclear war.
