It's fertiliser but unfortunately highly explosive. Should definitely be stored in non -populated areas in large quantities preferably in farming areas.

What would be interesting is to find out who purchased and stored the nitrates and for what purpose. Was it sabotage or an accident. Highly unlikely it would just ignite by itself and most likely instigated by some saboteurs.

It is used for more than just what was done in Beirut and it is a commonly available chemical. Learned its use back in the college days. One of the reasons its explosive properties and usage is not commonly mentioned or referred to. Although in recent times I have seen that sales of nitrates is now being regulated along certain fertilizers at-least in urban areas.

Ammonium nitrate in solid form is very stable. Although it can decompose if left unattended for very long time and hot weather can also accelerate its decay. But for it to explode the way it did in Beirut there was an entire stockpile which rotting for a very long time probably years. There is speculation that it was being used by Hezbollah to stock pile Ammonium nitrate which unfortunately is also favorite explosive for every terrorist after it is processed.

In short a lot needs to go wrong for it to explode in such a way.

Nope. It's a very useful chemical. Used all around the world from farming to making products out of it. First there should be a non-explosive alternate found of it before banning the use of it.

There is no cheap alternative. In rural areas cow dung is used often as a replacement but that is not viable for large scale farming. You need Urea to replenish the soil.

Pure crystalline ammonium nitrate is not used as a fertilizer in Pakistan. Other forms available need some processing before negative use. It is also used to produce surgical gases which otherwise have to be imported. As far as all other fertilizers are concerned, they are not that easy to use for this purpose.
If we are to ban every thing that can be used negatively then we need to move the time wheel back by around 2000 years. Lock a chemical engineer in a grocery store and he shall make one for you if he has not bought his degree.

As regards the incident, I have been scrolling internet and have doubts on the incident as such. May be an incident may be planned (50/50). I have seen somewhere that there was welding going on in the storage. Welding spatters can initiate this. It was stored without measures so mixing with other chemicals or organic matter is possible. Once again a disastrous mix. Sabotage, a possibility.

Accounting for sale of fertilizers is possible but we in Pakistan have a very poor system for controls. We are yet not able to control sale of weapons, gold and dollars so we can only dream of controlling sale of fertilizers used by every farmer in Pakistan.
