Actually the vision is simple here. Its called SCALE. Allow those players who can and know how to work on scale. It will crush your local 'seths' and will bring benefits for your country because large corporations like to keep their matters clean, as far as possible.

...or force them to invest in other areas. a bit of govt intervention may be needed. as well increasing the ease of doing business.

Loved the part about solar energy... Currently as part of my masters I took an extensive course on on power management of solar panels. The course started off by introducing the countries in the world that get the most sun. Fortunately (or unfortunately) Pakistan is amongst the top ten countries for most solar power production potential. There are parts of the country that get 300+ days of sun. Heck countries like Germany and Canada are investing heavily in solar despite them getting 4-6 months of long grey sun-less winters.

Currently I'm working on a project in which the power generated by the solar panel (which is DC) is converted to AC and directly supplied to the grid without the need for battery storage, as battery is the weakest point in the solar power system and the one that breaks down the most and costliest to replace. For a direct grid-tied system to work we need smart metering systems that allow two-way flow of power (from grid to home and from home to grid). If such smart meters are implemented this system could take off. Imagine a scenario where homes are producing power for their own needs and the excess is being supplied to WAPDA to be utilized elsewhere.

has Pak looked into Real Estate TAX ?

Implement Real Estate TAX, just the way US uses to generate $ Billions each year. #% per transaction, every time a property is sold ( land, house, apartment, condo etc.) The assessment should be the minimum cost of the property if buyer / seller are making an under the table deal and list the sale as well below the market value.

I maybe wrong, but property values are under reported (hence the revision in property taxes). The actual sale maybe of higher amount, but the transfer record will reflect the under-reported cost and thus evade due taxes.

They've already offered many amnesties in the past. The PML-N offered it during their reign. For the most part these amnesties don't work because money invested in Pakistan is not as safe as money invested abroad. We don't have rule of law and poor property rights protection. Besides no one believes the govt. Saying we will offer amnesty and not question you is one thing but people won't believe you. The govt. has in the past stolen money from the people. The freezing of foreign currency accounts for instance.

That will be 10 years of amnesty, also why not add the NRO because that allowed politicians to to walk out clean on their defaulted loans. So it is 15 years of amnesty, The Zardari government allowed amnesty through the purchase of mutual funds i.e. investing in the stock market which resulted in the PSX giving the illusion of a bull run.

Nothing of this kind will work. If it could, it would have worked in many many other poor nations.

Basically here is what can work. But it will come at an immense cost to people of Pakistan.

1. Start development of several coal fired power-plants. Does not matter old or new technology. Pakistan has some coal and can use it to generate electricity. It will make life hell for those who live near the power-plant but it will work. Fortunately for you, you have a lot of sparsely populated areas.

2. Next step is drastic and extreme, in an extremely fast manner, buy lots of forex and let PKR tank completely. does not matter if it hits 1000 PKR to USD. If it comes to it, cause inflation and even print money. It will give you fiscal cushion without any foreign political interference and will make it extremely hard for people to import goods into Pakistan. Also it will make you extremely viable for export. It is what china did but more extreme. Pay off your debt and pass laws which make taking loans in USD or any foreign currency impossible. Build Dams.

3. Remove almost all labour protection laws, make hiring and firing extremely easy. Put basic taxes on corporate so you can fund a very basic health care for masses.

4. Build a manufacturing based economy from there on. Take up manufacturing of basic goods. Invest in cash crops, especially ones which are not too water dependent. Pakistan has a large coastline so invest is fishing massively for food. Invest in food processing to ensure food wastage is minimized.

5. Invest in skill training insitutes, which can train skilled/semi-skilled workers in 1 or 2 years of courses. Do not go for engineering courses, these graduates will leave country fast. Train more factory workers who are skilled. Have a path from skilled worker to an engineer by two to three more years of study. Or a skilled worker to a manager via management courses. You need to ensure your fast growing population enters into workforce and fast.

6. While we are at skills and training, promote education, skills training etc in local languages and leave english or foreign languages to a bare minimum -- for the short term. It will have two effects, first you will be able to completely your education fast and it will be of better quality AND secondly, it will hinder majority of people from seeking jobs outside easily.

In short focus of fundamentals and not glorious and glamourous things.

All of these or majority of it has been discussed million of times before.

I do like the idea of modifying labor protection laws. We have too many haramkhor getting paid without doing anything because of labor protect laws.
Look at PIA and Railways....to many employees and no productivity.
Performance based system need to be introduced, with 6 months grace period for new employees and twice yearly performance review for all employees.
