NEW DELHI, June 8, 2016, DHNS:

As uncertainty looms large over the deal for procuring amphibian aircraft from Japan for Indian Navy, Tokyo has now put on New Delhi the onus of ending the stalemate.

Tokyo’s envoy to New Delhi, Kenji Hiramatsu, on Tuesday said that Japan was expecting the deal on the ShinMaywa US-2 amphibian aircraft to be concluded soon. He was delivering a lecture on “Challenges and Prospects of Japan’s Diplomacy – in the context of India-Japan relationship” at the Observer Research Foundation in New Delhi.

Hiramatsu, however, told journalists later that it was up to the Government of India to decide how to move forward on the proposed agreement.

Though the two countries have been negotiating the deal over the past several years, Japan’s reluctance to allow transfer of the technology to India resulted in an impasse. New Delhi was insisting on inserting in the agreement provisions that would in future facilitate co-production of the aircraft in India.

The US-2 amphibian aircraft is manufactured by ShinMaywa Industries Limited of Japan. The STOL (short take-off and landing) aircraft is used by the Japanese Maritime Self Defence Force for sea and air rescue operations.

old news, because we're out of money for foreign acquisitions. Might get the allocation next year.

Although it appeared in yesterdays papers but yea like the Rafale deal, this one has been going on for several years.

This Deal has no Tangible use for IN or IAF Experts already Cleared that
 
U2 is pretty much costly, but IN and ICG needs a good no of aircrafts for human rescue at high seas and for catching escaping pirates. Its really an good platform.
I think we should not insists on ToT as India itself hasnt committed to a large number of aircrafts. 12 is too low for expecting ToT.

The Indian military has to prioritise their defence spending, already this year they have their hands full with the Rafale deal to be signed in a few weeks, the phase-2 contract for FGFA. Beyond that the IAF's priority is the S400 and more LCAs (MK.1A), the IN is looking for S-70Bs, more P-8Is, MQ-4Cs, the IA will be procuring a huge amount of arty this year (K9 SPGs, Dhanush and M777) etc etc. The Defence budget is relatively unchanged for FY16-17 and still only around $40BN USD (with over half being commited to OPEX and a HUGE pensions bill for this year).

The US-2 is a luxery at this point and would be nice to have and may be signed in a few years but it isn't an urgent need by any stretch of the imagination.

True, but that kind of amphibious capability will be great for at sea SAR and firefighting. What branch was going to get them ? imo it's best suited for the coastguard in a lifesaver role.

Hope it gets cleared next year.

I agree the ICG should be the prime operator of this type in India given their SAR mandate in the Indian EEZ. It seemed as though the IN was the lead customer but that doesn't mean in time the ICG wouldn't have ordered more. As far as the IN is concerned, the greatest utility of this type is for serving the ANC and also as an emergency support system for their nuclear submarines deployed on long range patrols.

Hence, it is clear the IN and ICG can wait a few more years to order these machines, they are very low on the procurement list.

The navy has put 12 frontline warships and four types of aircraft on the job.



don't mean to sound heartless but even from a financial perspective, the country spends a fortune training our airmen, so I think they should get at least a small handful of these at the earliest even if I understand why they are not exactly top priority acquisitions atm.

We have to prioritize our set of procurement after a decade of UPA inaction, and looks like US2 is not of high priority with 3 billion dollars of talwar class frigates waiting approvals.. These are complications of procurement's not reliant on military aid.

I never understood why IN needed these in the first place. There are much bigger fish to fry, I am waiting to hear on the 4 talwars stuck in negotiations.

I can see the US-2 being of some utility to the IN but it would be very, very limted and the numbers quoted (15-20) seem far too extreme for the role they could play on a day to day basis. The IN could do with 6-8 but the ICG would need 15-20 at least.

Let's see what happens, I feel it will come to fruition but the Russians, for whatever reason, seem to be the most adversly affected by the new DM and DPP rules.

Agreed, long range SAR is the raison d'etre of this machine and thus a suitable number of them with the ICG would be a great boost to India.
