Tahawwur Hussain Rana, a Pakistani native, who operated a Chicago-based immigration business was convicted on June 9, 2011, after a three week trial, of participating in a conspiracy involving a terrorism plot against a Danish newspaper and providing material support to a terrorist organization based in Pakistan. At the same time, the jury acquitted Rana of conspiracy to provide material support to the November 2008 terrorist attacks in Mumbai, India, that killed more than 160 people, including six Americans.

Rana, 50, a Canadian citizen, was convicted of one count of conspiracy to provide material support to the terrorism plot in Denmark and one count of providing material support to a designated foreign terrorist organization, Lashkar e Tayyiba (Lashkar.) He faces a maximum sentence of 30 years in prison on the two counts combined and remains in federal custody without bond. No sentencing date has been set.

Rana was the second defendant convicted among a total of eight co-defendants who have been indicted in this case since late 2009. Co-defendant David Coleman Headley, 50, pled guilty in March 2010 to all 12 counts against him, including aiding and abetting the murders of the six American victims. Headley, who is also facing a maximum sentence of life in prison, has cooperated with the government since he was arrested in October 2009, and testified as a government witness at Rana’s trial. The six remaining defendants are all believed to be in Pakistan.

Headley testified that he attended training camps in Pakistan operated by Lashkar on five separate occasions between 2002 and 2005. In late 2005, Headley received instructions from members of Lashkar to travel to India to conduct surveillance, which he did five times leading up to the Mumbai attacks three years later that killed more than 160 people and wounded hundreds more.

In early summer of 2006, Headley and two Lashkar members discussed opening an immigration office in Mumbai as a cover for his surveillance activities. Headley testified that he traveled to Chicago and advised Rana, his long-time friend since the time they attended high school together in Pakistan, of his assignment to scout potential targets in India. Headley obtained approval from Rana, who owned First World Immigration Services in Chicago and elsewhere, to open a First World office in Mumbai as cover for his activities. Rana directed an individual associated with First World to prepare documents supporting Headley’s cover story of opening a First World office in Mumbai, and advised Headley how to obtain a visa for travel to India, according to Headley’s testimony, as well as emails and other documents that corroborated his account.

Starting on November 26, 2008, and continuing through November 28, 2008, 10 attackers trained by Lashkar carried out multiple assaults with firearms, grenades and improvised explosive devices against multiple targets in Mumbai, including the Taj Mahal and Oberoi hotels, the Leopold Café, the Chabad House and the Chhatrapati Shivaji Terminus train station, each of which Headley had scouted in advance. The six Americans killed during the three day siege were Ben Zion Chroman, Gavriel Holtzberg, Sandeep Jeswani, Alan Scherr, his daughter Naomi Scherr, and Aryeh Leibish Teitelbaum.

Regarding the Denmark terror plot, Headley admitted that in early November 2008, he met with a Lashkar member in Karachi, Pakistan, and was instructed to conduct surveillance of the Copenhagen and Aarhus offices of the Danish newspaper Morgenavisen Jyllands-Posten in preparation for an attack in retaliation for the newspaper’s publication of cartoons depicting the Prophet Mohammed.

In late 2008 and early 2009, after reviewing with Rana how he had performed surveillance of the targets attacked in Mumbai, Headley testified that he advised Rana of the planned attack on the Danish newspaper and his intended travel to Denmark to conduct surveillance of its facilities. Headley obtained Rana’s approval and assistance to identify himself as a representative of First World and gain access to the newspaper’s offices by falsely expressing interest in placing advertising for First World in the newspaper. Before departing Chicago, Headley and Rana caused business cards to be made that identified Headley as a representative of the Immigration Law Center, the business name of First World, according to the evidence at trial.

The government’s evidence also included transcripts of recorded conversations, including those in September 2009, when Headley and Rana spoke about reports that co-defendant Ilyas Kashmiri, an alleged Pakistani terrorist leader, had been killed in a drone attack and the implications of his possible death for the plan to attack the newspaper. In other conversations, Rana told Headley that the attackers involved in the Mumbai attacks should receive Pakistan’s highest posthumous military honors. In late summer of 2009, Rana and Headley agreed that funds that had been provided to Rana could be used to fund Headley’s work in Denmark, and the trial evidence showed that Rana pretended to be Headley in sending an email to the Danish newspaper.

The government is represented by Assistant U.S. Attorneys in Chicago with assistance from the Counterterrorism Section of the Justice Department’s National Security Division. Federal prosecutors in Los Angeles are working jointly with their counterparts in Chicago on the broader investigation into the Mumbai attacks. The investigation was conducted by the Chicago Joint Terrorism Task Force, led by the Chicago Office of the Federal Bureau of Investigation, with assistance from the FBI offices in Los Angeles and Washington, D.C., as well as both U.S. Customs and Border Protection and the U.S. Immigration and Customs Enforcement (ICE) Office of Homeland Security Investigations.

I thought India was superpower and can act alone. They captured one attacker alive and didnt he say everything before. After every terrorism incident in India, they show prove after 15 mins, from where they cross border, the terrorist called his mother before attack blah blah...

WASHINGTON: The Obama administration has proposed USD 860 million in aid for Pakistan, including USD 265 million for military hardware, which it said would help the country fight terrorists, secure nuclear weapons and improve ties with India.

While there was no mention of Pakistan in President Barack Obama's budgetary proposals, secretary of state John Kerry in his proposals said the budget includes USD 859.8 million towards sustaining ties with Pakistan and making progress to "disrupt, dismantle and defeat violent extremist groups".

"The requested funding will support the country's counter-insurgency missions, and bolster stability, energy access, economic growth, and social reform," Kerry said in a letter accompanying his proposals.

"Pakistan lies at the heart of the US counter-terrorism strategy, the peace process in Afghanistan, nuclear non-proliferation efforts, and economic integration in South and Central Asia," state department said making its case for the aid to Pakistan under the overseas contingency operations (OCO) fund.

"OCO resources will support critical US activities such as ensuring the safety of Pakistani nuclear installations, working with Pakistan to facilitate the peace process in Afghanistan, and promoting improved relations with India," it said.

For Pakistan, the OCO request supports a robust diplomatic presence and critical assistance programmes to advance cooperation and reforms in energy, economic growth, and agriculture, education, health, and stabilisation of areas vulnerable to violent extremism, it said.

This includes supporting the government and its people, while maintaining diplomacy and outreach in the face of challenging political and security conditions, it said.

The state department plans to sustain the presence necessary to "achieve our essential strategic priorities of combating terrorism and enhancing stability in Pakistan and the region following the transition in Afghanistan."

Under the economic support fund (ESF) of the OCO, the state department has proposed USD 400 million to Pakistan.

The state department said this will support the US's strategic objectives in the region, including combating terrorism and violent extremism and increasing security, growth and stability within Pakistan and the broader region.

"The request will also demonstrate the US's commitment to fostering longterm cooperation with the Government of Pakistan in order to address areas of mutual interest," it said.

Under OCO's international narcotics control and law enforcement section, the state department has proposed USD 40 million for Pakistan-funded programmes that will promote stability during the transition in Afghanistan.

Proposing USD 265 million under foreign military funding (FMF)— which mainly means providing military hardware, the state department said given the transition in Afghanistan and continued terrorist attacks inside Pakistan, it is essential to Pakistan's efforts to increase stability on its western border and within the country.
 
Where in that link is corroboration of Headley's allegation, that the individuals he met were in fact 'ISI Agents', provided? I didn't even see a reference to those particular allegations in the text.
It's not, and why should they? What difference does alleged ISI connections have towards Headley's U.S. convictions? It was only necessary to prove Headley's deeds and sympathies and connections to LeT. Information that substantiates connections between LeT and ISI didn't need to be mentioned - but just because it was not, does not mean such evidence doesn't exist, does it? Indians don't need to smoke anything to hypothesize such connections.

I'm not contesting Headley's conviction in the US - I'm contesting the allegation that the 'ISI sponsored the Mumbai attacks'. The fact remains that there is no credible evidence supporting allegations of institutional knowledge or support for the LeT led Mumbai attacks, and even the claim of 'rogue agents' (based on the one or two individuals Headley claims he interacted with) are dubious.

The claim of 'rogue PA/ISI agents' is certainly plausible, given the involvement of rogue military officials in terrorist attacks on the Pakistan military and intelligence services, but Headley's claims are as of yet unsubstantiated.

The fact remains that there is no credible evidence supporting allegations of institutional knowledge or support for the LeT led Mumbai attacks, and even the claim of 'rogue agents' (based on the one or two individuals Headley claims he interacted with) are dubious.
 
Headly was very well sponsored and supported by CIA and R&AW for the 26/11 job.

I don't think you can draw that conclusion. Rather, it may be that the U.S. hasn't released information substantiating Headley's ISI testimony to the government of India. Because that could trigger a war nobody wants, right?

Or because such information simply does not exist. Please keep in mind that the ISI/PA's relationship with Headley and the LeT was not 'black and white' and certainly no evidence exists to date of any ISI/PA led operation by any associated insurgent group to actively target non-combatants. Headley himself claims that the ISI engaged him for intelligence gathering purposes:

You probably shouldn't lump the ISI and LeT together in the same sentence, then.

Depends what one considers "leading", doesn't it? After decades of keeping LeT leaders alive and safe to train new cohorts despite their murderous activities it's reasonable to conclude the LeT knows what the ISI/PA considers acceptable initiative.

Yeah your chief and others before him has said the same thing in so many words.

However, when it came to proving it and getting together a dossier, a laughed at word when India did prepare and send one, all we hear is that it was all a narrative and some stories to build that narrative. Now, that's called a cool story :cool:
