May not be possible for firing an ICBM but can be done for small cruise missile...

Plus Russians are known for integrating this type of capability in their subs..
Remember their Typhoon class subs could fire an ICBM while in the port and at sea while surfaced and submerged...

Looks like they are doing same to this sub on a smaller scale....Testing capability of Firing a cruise missile while submerged and while surfaced...
