A referendum in Kashmir valley (excluding Ladhak and Jammu) as of now will tilt towards Independence with out joining either India or Pakistan. But Independent Kashmir is a remote possibility.

Plebiscite was promised to a generation long since dead. These new immigrants from sindh and punjab who claim they are Kashmiri are nothing but identity thieves.

There's no referendum because that will mean withdrawing three armies and returning the Hindus, Sikhs and Buddhists safely back to the valley. . Something not acceptable by Arab wannabes.
