CPEC not aimed at India, says China after criticism by Modi

Decades before it is completed? Parts of it is already completed, other parts are already under construction. Also, you understand, road is only part of it right? Read the list of major projects and see how many are not related to highways at all.

If anyone think this is going to be the end all be all of Pakistan economic improvement then they are deluded, but if you think this project is going to be anything less than a big part of that, then you need to look at Indian projects that are currently on going and say whether it will play a part in India's ascent.

Thanks for your comment. I quoted decades because I've seen how time-consuming construction and haphazard of such large-scale projects takes in India - even when money and political will is available. In the end the efficacy of such networks is only as good as their weakest link.

[I am not using this to gloat over CPEC's progress - but just to highlight the huge disconnect between expectation and reality] The Dawn article is only about the roads within Pakistan - I do not know technologically how feasible it will be to have all-weather wide roads crossing north Kashmir. All this, is of course relevant to the extent CPEC is an outlet for Chinese goods as an alternative to shipping.

There are many power projects under construction it would appear - but there's nothing to indicate the setting up of a manufacturing base as yet that will use this power for export oriented products [made in Pakistan]. And even if there were such a base what is the target market where such products will be competitive? Gwadar port development - when that happens - will not itself generate a demand for shipping services [either import or export] given that Karachi port itself is underutilized.

My perception is that China and Pakistan have very different expectations and objectives for CPEC. China's objective seems a lot less trade-oriented whereas in Pakistan there's a perception that this will solve all problems.

Quick reactions are most unwise.
Let me ask you some questions.

Have you seen a four lane expressway (i.e. 4 lanes on each side) ?

Have you seen a motorable road at high altitudes - i.e. 12,000 feet+? At high altitude and mountainous terrain? What was the width of such a road?

Do you know how hard road building is at high altitude? the rock strata? the risk of landslides?

Have you seen a four lane expressway at 12,000 feet+?

Do you know the weather conditions - snow, ice formation, hail, fog - that affect roads at these altitudes? And how quickly these can be cleared / overcome?

Have you any idea of the trouble and feasibility of keeping any road open during Nov-April in such areas?

In the US despite lavish funding, advanced weather radar, no security problems and lower altitude (about 50%of the north CPEC areas) roads are frequently closed in Utah, the Sierra Nevada and parts of Colorado during winter. These are not used by commercial traffic for precisely these reasons. In Alaska despite no altitude winter conditions restrict motorability to a few summer months. Heck highways in NJ require extensive salt treatment every day in winter to combat snow as well as snow ploughs every time it snows - and this is at sea level.

Some of the northern OBOR routes go through even much harsher climates (most go through the central asian deserts which are geologically less impassable) - but these exist only on paper as yet. High altitude itself is tricky and mountainous or hilly terrain compounds the difficulty.

But don't let me stop you from using your keyboard expertise :)

BEIJING: China-Pakistan Economic Corridor isn’t aimed at India and is a purely commercial project, China clarified after indirect criticism by Indian Prime Minister Narendra Modi.

"Only by respecting the sovereignty of countries involved, can regional connectivity corridors fulfil their promise and avoid differences and discord,” Modi had said yesterday in Delhi at an inauguration.

According to India Today, China’s foreign ministry spokesman Hua Chunying clarified that the project “targets no third country”. She added that CPEC is a project aimed at long-term development and cooperation.

“It is of great significance in regional connectivity and trade cooperation. It is for regional peace and development,” she said.

Modi had previously personally expressed his reservations regarding CPEC to Chinese President Xi Jinping, but China has paid him little attention.

India also decided to convey its concerns to countries which have expressed interest in participating in the project, including the UK and Russia.

The Russian ambassador last month had said that he supports CPEC and considers it essential for economic growth in Pakistan.

Over this, Indian strategic expert Brahma Chellaney said the Russia-India friendship had reached an uncertain turn.


Of course it is not against India. But it is about India and its concerens. If China feel threatened about some one visit Arunachal pradesh, then India have every reason to feel upset when CPEC to pass through a disputed territory..if CPEC would have gone through any other route. India would have least bothered about it.

Even if it was going through the space/galaxy, we are sure who would have the most concern and so-called insecurity feeling but the thing is, Indian alone is not the police so can't do anything to prove it as disputed so we hope that India will got to UN for such NO..... IoK is disputed that India occupied the same through force and the other side is with proper cabinet, zero atrocities etc like IA. Keep saying that but CPEC is moving forward however, the statement as "It is the nation duty of India to oppose everything" can fit here.

Let me answer the question you pose. Indeed some of the points you mention are valid but your overlooking some facts in order to arrive at the destination you wanted to arrive.

1. CPEC is a long term project and will take decades to reach it's optimal level. It is therefore sequential - step by step process.

2. Constructions projects in Pakistan are reasonably fast and I suspect are more expeditious then in India.

3. I note your comparison with adverse weather between Colorado etc and Northern Pakistan. However despite half of upper USA and all of Canada being in this 'frigid zone' they continue to function as one of the greatest economic drivers of the world.

4. As of right now significant sections of CPEC are either 8 lane motorway or 4 lane (built prior to 2000) and as of right now long sections of the missing bits of the north/south motorway are being built. Right now they have passed Multan in centree of Pakistan and from the south they are at Hyderabad. The rate at which construction is taking place within 5 years this will be complete. This we are going to have 8 lane or 4 lane access controlled motorway from the Arabian Sea to Islamabad complete. Let me reiterate. some sections had been built in 1990s. CPEC has just speeded up the motorway contruction project which was began in 1990.

The final section that you refer to that goes through very high mountains - Karakorum Highway has been improved with more working ongoing. KKH is restricted to 2 lanes but tunnels have been built and bridges built to improve flow.



For the present this upgrade of the KKH is sufficient but down the road if CPEC takes off then of course this would simply be converted into a motorway also but that would be premature for now. Further down the road it would be expected that a rail line is built alonh the KKH. If you think this is impossible well have a look at what the Chinese have done with the construction of rail line to Tibet. If they can do that KKH is is no big deal !

China has a huge balance of development problem due to the lack of coast in the far west, the east is very developed but the west part isn't, China has been trying to correct the balance for a decade and this corridor serves this purpose perfectly,China is switching the weight of the future development towards the west part of the country.
So cpec is a development project right? Then y china is hesistant for development in scs done by other countries?? Other countries are also their only for devwlopment :p
